Purpose of consultancy: 

Background

UNFPA is the United Nations agency dedicated to ensuring every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. Amid the escalating crisis in Palestine, UNFPA’s humanitarian response focuses on delivering life-saving Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) services, with special attention to the urgent needs of women, girls, and youth in Gaza, the West Bank, and East Jerusalem.

In this challenging context, UNFPA is intensifying its efforts to ensure access to essential maternal health care, protect women and girls from violence, and provide psychosocial support while addressing youth needs. Communication and      advocacy remains central to these efforts, with priorities including securing a ceasefire, ensuring unimpeded humanitarian access, easing restrictions on supplies, and protecting civilians and infrastructure to enable safe and effective assistance.

The purpose of this consultancy is to strengthen UNFPA’s humanitarian communication and advocacy efforts in response to the crisis in Palestine. This includes documenting the impact of the crisis, particularly on women, girls and young people, showcasing UNFPA’s response initiatives, and crafting compelling narratives to amplify the voices of affected communities. The role also focuses on developing advocacy tools, managing media engagement, and engaging stakeholders and donors to sustain and expand support for humanitarian operations.

Scope of work:

Under the supervision of the UNFPA Assistant Representative, and in close coordination with the country office UNFPA Communication, Advocacy, and Partnership Officer, the Humanitarian Communication Consultant will be responsible for the following tasks:

Content Creation and Storytelling:

  • Document the humanitarian impact through human interest stories, testimonials, and detailed accounts, ensuring alignment with UNFPA’s key advocacy messages.
  • Produce high-quality stories, videos, and multimedia content, focusing on the resilience and needs of women, girls, and youth.
  • Manage the collection, transcription, translation, and editing of video footage and written content, ensuring accuracy and cultural sensitivity.
  • Develop scripts for audiovisual productions and oversee their editing and final clearance.

Communication and Advocacy Materials:

  • Prepare, design, and publish a monthly humanitarian situation report, summarizing key developments and UNFPA’s operations and results.
  • Develop and regularly update advocacy messages and media talking points.
  • Design and produce visually engaging reports, press releases, articles, social media content, and fact sheets.
  • Contribute to the OCHA Humanitarian Situation Updates by providing data and narratives related to SRH, GBV, and youth.
  • Facilitate publishing of stories, news, articles, and publication on UNFPA CO website, and assist in maintaining the Palestine crisis landing page at the HQ website.

Collaboration and Coordination:

  • Work closely with Gaza and West Bank field teams, implementing partners, and stakeholders to collect and validate data, including SRH and GBV statistics, for use in communication materials.
  • Collaborate with implementing partners and field visual content creators to gather compelling content that captures the crisis’s impact and UNFPA’s response efforts.
  • Actively participate in weekly coordination meetings and provide regular briefings and updates to HQ, ASRO, and other stakeholders on communication efforts, operational achievements, and advocacy initiatives.

Media Engagement:

  • Coordinate media outreach, respond to inquiries, and facilitate interviews to increase awareness of the crisis and highlight UNFPA’s humanitarian response.
  • Collaborate with journalists and media outlets to effectively integrate and position UNFPA’s mandate and priorities in their written and visual content.

Graphic Design and Visual Content:

  • Create and edit graphic designs for reports, social media content, and publications to ensure professional and visually appealing outputs.
  • Ensure all materials adhere to UNFPA’s branding guidelines and maintain a cohesive visual identity.

Duration and working schedule: Six months, with possibility of extension.

Place where services are to be delivered: Remote work.

Delivery dates and how work will be delivered (e.g., electronic, hard copy, etc.): The consultant will provide monthly consultancy reports detailing progress and achievements based on the identified deliverables in the scope of work. Additional reports or updates might be requested as needed, in coordination with the UNFPA Assistant Representative and relevant staff.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:Acceptance of services by the end of each month through payment Certification, to be countersigned by both parties.

Required expertise, qualifications and competencies, including language requirements: 

The ideal candidate will have the following qualifications and competencies:

  • University degree in journalism, mass communications, marketing, public relations, information technology or related fields;
  • Four years of relevant professional experience;
  • Knowledge of international development issues and gender issues, desirable;
  • Proven expertise in developing creative and effective communications strategies, including solid media relations and branding activities;
  • Advanced oral and written communication skills: ability to communicate complex ideas clearly and synthesize large volumes of data and information;
  • Ability to develop convincing and compelling advocacy messages;
  • Experience in developing and editing communications products, such as infographics, factsheets, photo stories and videos, and social media tools;
  • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different national and cultural backgrounds.
  • Fluency in English and Arabic is required.
