MSF is looking for a Medical Coordinator Support for supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the projects, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population

• Monitoring, supervising and evaluating the implementation of medical activities in the project, visiting projects according to preset schedule and participating in defining the human resources needs, materials and techniques. Assisting in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions in service.
• Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects
• Ensuring medical follow up of patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient, in collaboration with the supervisors. Organize the administrative and medical information (reports, ongoing treatments), the discharge of patients and return to their homes
• Supporting and supervising the project teams and participating in the management of the medical team in the capital (recruitment, training, monitoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the (para) medical team members and promoting communication and active participation in the development of the project
• Applying the employee health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring of MSF personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager
• Participating in the management of the central pharmacy, advising and guiding the logistics team in the mission of drug stock management. Organizing the start-up, inventory and management of operational medical library according to the classification plan
• Participating in the data collection and management from the projects as well as preparation of monthly, quarterly and annual reports and organizing · data archiving and medical reports in the project
• Performing other duties at the request of Medco (exceptional strengthening of a field team, involvement in evaluations, etc.)
Currently MSF is remotely supporting the partnership and closely collaborating with the Palestinian Doctors Association (PalMed). Medical Coordinator is currently providing remote support to PalMed.
Considering the future possibility for expanding the scope of project activities and the context, the role of the Medical Coordinator support position will require flexibility.
In addition to the main accountabilities mentioned above, the main activities for the current set-up:
Representation with MoH and partners
· Conducting mapping, establish and maintain relationships with key health actors and stakeholders and participation in the cluster’s meetings together with remote support of the Medical Coordinator.
· Participate to regular meetings with key focal points (weekly, biweekly, monthly) for activities and share reporting with Medical Coordinator.
· Maintain positive collaboration and supervision of the medical activities with partner supported by MSF and ensure regular visits and/or follow up (phone) depending on the context, provide support when needed.
· Conduct mapping and establish networks with key stakeholders involved in Physical Medicine and Rehabilitation (PMR) services in Gaza, with the aim of gathering data on accessibility and availability of PMR services.
· Engage in coordination with other MSF sections to assess and identify major gaps and barriers in access to PMR and other services (Sexual Reproductive Health-SRH, and others) as well as existing referral pathways and, when possible, follow-up visits.
· Understand the scale and scope of needs/gaps related to post-surgical rehabilitation within the context of PMR.
- In collaboration with the coordination team, contribute in the medical strategy discussion and identify ways for implementation (which will also include new activities as per project proposal, i.e., PMR activities (in collaboration with the resources available).
Pharmacy management
· In collaboration with the Medical Coordinator, ensure supervision for pharmacy management, weekly monitoring, reporting, tools for consumptions and stock management are in place.
· Attend regular (weekly, monthly) meetings with logistic, medical and supply team.
· Analysis weekly and monthly consumptions, rational use of medications as per national policy and protocols in place in collaboration with Medical Coordinator.
Implementation of Data collection
- Ensure continuous monitoring of data collection and reporting together with PalMed team in collaboration with the Medical Coordinator. Identify the main gaps, areas of implementation and ensure data collection is done timely and reporting is shared as per the frequency in place.
- Weekly follow up on epidemiological trends, data collection and monitor quality of reporting system.
- Together with the Medical Coordinator and other key medical positions, develop and follow up of new indicators related to PMR and other specific areas to assess the overall performance of the project’s activities.
· Identification for establishment of initial treatment goals and follow-up goals within the scope of the project.
