Logistics Assistant 
 
CONTEXT AND BACKGROUND
 
Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs. 
 
ROLE IN THE ORGANIZATION
Manages the procurement process for Mission office (sourcing, quotations, and delivery), respecting SIF procedures and purchase necessary goods and services.
Supervises the administrative part of procurement, approving with the support of Logistics Officer the relevant documents according SIF procedures. 
Forecasts the projects’ needs in supplies of goods and services in collaboration with project staff.
 
Tasks and Responsibilities:
Supply chain, procurement
  • Forecast the Mission (Office and GH) needs in supplies of goods and services.
  • To supervise and manage the procurement process of all necessary goods and services needed for Mission base respecting SIF procedures. 
  • Supervise the administrative part of procurement (vendor database, list of prices, contacts, sourcing, quotations, and delivery), approving and signing relevant documents according SIF procedures.
  • Follow and use the purchase database for all the procurement process.
Fleet 
  • Achieves quotations for rental cars and update the transportation contracts.
  • Manages and follow cars’ planning and communicate with vehicle supplier if vehicle need maintenance. 
Stock Management
  • Stock management of the base, Storage (IN & OUT Management, Purchase Deliveries),
  • To respect SIF procedures for the OUT movements (Stock Transfer Sheets)
  • Update mission inventory list including durable and non-durable equipment.
Management of Assets
  • Manages, updates and is responsible to keep track of all assets and other equipment in Mission 
  • Update the Equipment List for each new assets according to SIF procedures
  • Edit Identification and transfer Cards for each new assets or movements
  • Ensure all the assets and equipment in the office and GH are tagged. 
  • Responsible for the maintenance and repairs of SIF assets
  • A monthly physical inventory of the assets and all files updated – signed off by the Logistics Officer 
  • Monthly stock Inventory Report
Reporting:
  • Prepare month stock report with help of Logistic officer.
  • Support logistic officer to prepare vehicle and Generator fuel consumption report.
Other: 
    • Arrange meeting/ workshops in terms of logistic and administrative arrangement.
    • Support Logistic officer for handling repairing in the office.
    • Maintain an up-dated and credible logistic department filing system.
  • Arranging air tickets and bookings for accommodation for SIF staff.

QUALIFICATIONS AND EXPERIENCES
  • Minimum 1 year experience relevant to Logistics and Procurement preferably in INGO
  • Very good written and spoken English (essential);
  • Very good communication skills and flexibility;
  • Computer skills (Word, Excel, internet and e-mail);
  • Ability to travel frequently and under the particular travel requirements of the assignment.
  • Flexibility and capacity to work effectively beyond working hours;
  • Strong interpersonal, organizational skills;
  • Commitment and to prioritize, sense of responsibilities and coordination skills, very good interpersonal skills, patient and ready to listen to people, open-minded and collective approach and strong humanitarian motivation.
 WORKING CONDITIONS  
  • Location: West Bank 
  • Duration: 6 months (renewable) 
  • Starting Date: As Soon As Possible
