Job Description
Role and Responsibilities
The purpose of the job is to oversee the HAS Management of the Country Office and provide adequate support to the program and support team in carrying out their activities in a safe and secure manner with broad humanitarian access. The HAS Officer reports directly to the HAS Manager and is technically overseen by the HAS Manager and HAS Advisor.
Responsibilities
- Monitor and assess the security situation in Palestine and neighbouring countries where it can affect overall security situation in Palestine and collect this information for further processing and analysis in close cooperation with HAS Technical Assistants.
- Send the weekly report to the HSS Advisor in the Palestine country office as per the security plan
- Support the HAS Advisor in leading and controlling international travel by the staff, providing induction briefings for the Country Office national staff who joined the mission, keeping updated pre-arrival briefings for the staff who travel abroad and briefing for crossing the border to Jerusalem, and coordinating with logistics for efficient transportation of visitors or Country Office staff who are coming/leaving the country during international travel.
- Update the Country Office Training Database—Security/Access Training Tracker Sheet (STTS ) based on conducted induction briefings, received informed consents, and delivered training by the country office staff.
- Raise Procurement Requests based on the instructions of the HAS Manager and Advisor for all Country Office HAS equipment to meet MOISS and MOSS standards and for training. Develop a spending plan based on the procurement activities and cooperate with the finance department in this regard. Also, cooperate with the Area Office staff for common procurements.
- Ensures that all Country Office documents are properly filled in the Office 365 Share Group and final documents are filled in the archive Filing Tree. Based on the instructions of the HAS Manager, in cooperation with the HAS Advisor, implement the migration of the HSS documents from the Filing Tree to the Office 365 Share Group—“PS Jerusalem Security PS” as an initial step. When ICT establishes a new SharePoint Filing Tree, migrate all the documents to a dedicated place for the HAS.
- Administrate incoming TARs (Travel Authorisation Requests) for in and out of Palestine, and suggest advisories.
- Improve and MOSS and MOISS of the Country Office and support HAS staff around the country.
- Create systems, practices, SOPs and protocols for staff to follow and create the safest working environment
- Be prepared to participate or represent NRC in internal and external meetings
- Contribute into development of the Actor Mappings of parties to the conflict, including non-state armed groups and state armed forces and contribute into development of the engagement strategy on the Country Office level.
- Contribute into planning, implementation and reporting on delivering HAS training such as HEIST and Field First Aid, Humanitarian Access training through support to the HAS Manager and HAS Advisor while they are planning and conducting training for the country office or area offices.
- Provide support in procurement and neatly and accurately registering the communication equipment. Maintain communication equipment of the Country Office in proper and regular manner.
- Promote the safeguarding principles and commitments within NRC and amongst communities served by the organisation.
- Perform any other tasks related to HAS and the position as delegated by the line manager.

Qualifications
Generic Competencies:
- At least two years’ relevant experience in security with INGO or UN agencies
- Experience working in a security and access role in a humanitarian/recovery context.
- Previous experience working in complex and volatile contexts.
Context Related Skills, Knowledge, and Experience
- Relevant tertiary degree with excellent analytical skills
- Experience with security and safety management processes in a humanitarian INGO context
- Excellent inter-personal and communication skills
- Ability to work under pressure and manage stress.
- Very good knowledge of English and Arabic, writing and speaking. Herbew knowledge is an asset.
