ICT Manager
What we are looking for
A seasoned ICT Manager with a strategic overview on systems and experienced in humanitarian/recovery context with a background in computer science or equivalent field.
Experience working in a complex operation with technical IT skills as well as leadership and interpersonal skills.
Project management expertise with strong stakeholder engagement experience.
Experience in scaling IT systems and system migration.
Knowledge and experience in ICT tools such as: O365 and Microsoft Azure environment, Microsoft Windows server, Windows10, antivirus software: F-Secure, Service Desk Solutions, Backups and DRP, MySQL and SQL databases, Salesforce, PaaS, SaaS, Networking: Cisco Meraki devices and network platform, TCP/IP, LAN/WAN.
What you will do
The purpose of the ICT Manager is to promote, design and provide governance to ICT infrastructure, initiatives, tools and systems aligned with global policies, guidance and procedures in accordance with the local context and needs in NRC Palestine.
Key responsibilities;
- Contribute to overall ICT strategy, policy and development priorities, representing ICT needs and priorities at national and regional levels.
- Implement the NRC strategy and support to achieve the initiatives that have ICT component and the Digital transformation for NRC Palestine operation.
- Ensure that country ICT set up is implemented according to NRC policies, strategies, tools, and procedures as well as per donor requirements.
- Provide input on operational support to the Country office Plan of Action, and to coordinate and align operational support with programme and units plans at NRC operation level.
- Provide advice to senior management on decision-making, technical guidance and support to staff on ICT related initiatives.
- Responsible for guidance, support and capacity building to programme staff and line managers to ensure implementation of ICT policies, strategies, tools, and procedures across the country operation.
- Contribute to country programme development projects where ICT is relevant for the programmes, including budgets and reporting to partners according to deadlines and quality requirements.
- Ensure adequate backup mechanisms and disaster recovery procedures for ICT platforms at country level.
- Responsible for developing regular ICT reports to Country and Area offices.
- Responsible for implementation of new country specific ICT technical SOPs, guidelines and tools.
- Manage performance and staff development of the members of the ICT unit in NRC Palestine, as well as facilitate ICT trainings and technical capacity building for NRC staff.
- Promote innovation and learning at the Country level using technology to provide better services.
- Contribute to implementation of Safe and Inclusive Programming Minimum Standards.

What you will bring
- 3 years of experience of working as an ICT Manager in a humanitarian / recovery context.
- Degree in computer science or equivalent.
- Experience of working in complex and volatile contexts.
- Documented results related to the job responsibilities.
- Knowledge about one's own leadership skills/profile.
- Fluency in Arabic and English, both written and verbal.
- Project management skills.
- Knowledge and experience in ICT tools such as: O365 and Microsoft Azure environment, Microsoft Windows server, Windows10, antivirus software: F-Secure, Service Desk Solutions, Backups and DRP, MySQL and SQL databases, Salesforce, PaaS, SaaS, Networking: Cisco Meraki devices and network platform, TCP/IP, LAN/WAN.

- Duty station: Jerusalem
- Contract: Open-ended contract for national candidates and fixed term contract for international candidates (renewable based on funding, performance and need for the position.)
- Travel: Up to 10%
- Salary/benefits: Grade 9 on NRC's grading structure.
