Under the supervision of Rehabilitation Taskforce Coordinator and Project Manager and in liaison with the Regional Technical Unit (RTU), the Gender, Age, and Diversity Technical Officer (level 2) is responsible to promote the transformation of HI and Gaza Protection Consortium (GPC) towards the inclusion of gender, age and diversity into practice. In particular, the GDO TO L2 will:
- Support the formulation and lead the technical sub-working group GAD committee within the consortium level;
- Within the GAD committee, he/she will work closely with the HI members, consortium partners, stakeholders, diversity point people and institutions, and the GAD community to shape and implement investments, plans, and strategies aligned with institutional goals to create a diverse and inclusive environment;
- Contribute to facilitating and coordinating GAD strategic planning and prioritization in the areas of diversity and inclusion; conducting periodic surveys, and working collaboratively to develop and implement strategies and initiatives that advance a climate of diversity and inclusion that supports the GPC mission.
- Provide technical guidance and leadership to the project team to ensure gender, age diversity and disability integration on program interventions focused on designing and delivering realistic programmatic gender and disability strategies, and program interventions that will lead to gender and disability outcomes.
- Assist in providing vision and leadership that makes the GPC intervention more inclusive and disability-transformative
He/she can also be requested to dedicate up to 20% of his/her time to support the development of MEReP program in his/her field of expertise
Responsibility 1: Support the development of the project’s methodological framework and contribute to quality control in the field of expertise through technical guidance and field support to the team
- With the project teams and under the supervision of the Regional Technical Unit (RTU), identify the most appropriate modalities of intervention in compliance with HI technical framework.
- Develop and/or adapt methodologies;
- Orient staff and consortium partners on exisiting the new gender guidelines, policies and manuals.
- Develop technical tools, including full training packages (training needs assessment tools, training manuals and materials, pre-post training tests), users guidelines, for mainstreaming gender, age and disability within the consortium;
- Ensure tools are tested before implementation and that the team is capacitated to apply them;
- Provide ad-hoc support to the team during tools use including field coaching;
- Ensure project activities are carried out with cultural sensitivity while promoting gender equality and disability inclusion of marginalized groups and individuals in the project
- Collaborate with the PM and MEAL to develop tools to collect data to track and measure progress of indicators and to analyse the collected data;
- Contribute to projects’ PQR and to the production of donor reports;
- Provide regular report to the Project Manager and regular updates ;
Responsibility 2: Develop the technical competencies of the HI project team and/or project partner
- Assess HI project team and/or project partner capacity building needs, define suitable training plan and training package
- Provide ToT training to the HI project team and partners;
- Identify locally available external skills and expertise that could contribute to the quality of future intervention in the in the areas of professional competency;
- Support the PM in recruitment from a technical perspective;
- Regional role: in collaboration with RTU, provide training to other MEReP staff on specific skills.
Responsibility 3: Support the implementation of project activities.
- Provide ad-hoc support, coaching and follow up to the project’s partners, actors and stakeholders during the implementation of the following activities:
- Coordinate and support any activities that require the GAD area of expertise
- Support staff and consortium partners on gender age, and disability integration into project development; design, baselines, assessments, and evaluations
- Ensure project activities are carried out with cultural sensitivity while promoting gender equality and inclusion of marginalized groups and individuals in the project
- Work with the project teams to ensure access and participation of women, men, boys and girls in project interventions.
- Directly carry out the following activities:
- Follow up the referral and case management between HI and GPC partners based on agreed ToRs and SoPs.
- Create and Lead the formulation of the technical sub-working group GAD committee
- Conduct capacity-building training for consortium members on GAD mainstreaming
Responsibility 4: Facilitate project lessons learning and its dissemination and support the field implementation of researches.
- Participate in data collection together with the GPC MEAL team including rapid needs assessments, joint assessments, monitoring, evaluation, and cross-sectoral learning
- Identify, analyse and document the good practices/lessons learnt of the project
- Organize dissemination among the project stakeholders and among national stakeholders (government, NGOs, donors) involved into similar field of expertise;
- Participate to professional network at national level in the field of expertise of the project
- Participate to relevant Clusters and/or Working Groups related to the field of intervention at national and/or local level, exchange good practices in the field of expertise and provide technical inputs to the development of Clusters’ and/or Working Groups’ technical documents when relevant;
- In collaboration with RTU and MEAL, contribute to MEReP’s knowledge managent in the areas of professional competency;
- Coordinate with the RTU to share MEReP learning and gain from other programmes knowledge and experience.
Responsibility 5: Support the development of new projects
- Collect Government policies and technical materials produced by government departments and NGOs in the field of expertise;
- Participate to the development of new projects into the field of expertise;
Regional role: Support technical assessments in other countries of MEReP program in his/her field of expertise.

The successful candidate should at least have:
- Bachelor’s degree, preferably post-graduate studies or a degree in gender studies, psychology, law, social work, sociology, development studies, feminist studies, Human Rights, or any other relevant field related to gender is required.
- A minimum of 5 years of progressively responsible professional experience and demonstrated track record of having undertaken and led substantive programming and research on diversity and inclusion programming
- Strong substantive, technical, programmatic, and research skills in diversity and inclusion
- Ability to communicate and inspire others
- Ability to influence, network, and collaborate with government, NGOs, donors, and other stakeholders (both mainstream and diversity and inclusion specific).
- Broad knowledge and understanding of emerging Gender and Disability inclusion models, approaches, and tools is essential
- Experience working with vulnerable communities and familiarity implementing related programs with INGOs and through consortia arrangements in humanitarian and development contexts.
- Demonstrated ability to develop and apply tools
- Proven experience in development and provision of training and coaching
- Good writing skills
- Ability to work with partners
- Knowledge of referral mechanism
- Ability to develop accessible information materials
