About the position

Contract duration: 10 months renewable according to funding
Job summary:
The Deputy Field Coordinator for Operation supports the Field Coordinator in humanitarian access,security and safety management at base area level, in accordance with both SI policies & frameworks & the strategy in Palestine This includes continuous monitoring of the security context, supporting of management of security incidents, and guiding staff on their preparation and movements. The job requires active involvement in security assessments, representation at meetings, and monitoring of humanitarian activities. Under the guidance of the Field Coordinator, the role ensures compliance with security protocols, prepares reports, and contributes to decision-making processes.
The DFCO also supports the Field Coordinator in developing relations with local actors and analyzing the contexts. He/She will contribute to gathering and analysis information on the humanitarian situation and to develop SI strategy for the area.
List of main activities:
Context follow-up & analysis:
- Supervises follow-up & analysis of the local context.
- Organises & conducts regular security assessments and evaluations, particularly in new operational areas.
- At his/her level, keeps contact with relevant humanitarian actors on strategies and access frameworks.
- Ensure that all new incoming national staff, receive a qualitative and timely security and contextual briefing.
- Validate under the supervision of the Field Coordinator the movement planning. Carry out security checks for the clearance of team departures out into the field.
- Ensure systematic tracking and documenting the locations and movements of Solidarités International’s staff and operations.
Development & improvement of access, safety & security frameworks
- Assists the Field Coordinator in risks analysis workshops.
- Assists the Field Coordinator in defining access & security strategies.
- Contributes to design and updates of access & security documents.
- With FC builds and updates regularly the access package: assessments, security pack, maps, stakeholders contacts list and stakeholders’ map.
Capitalization & capacity building
- Manages information collection system.
- Provides the FCO with recommendations related to the improvement of security management practices & frameworks and ensures their implementation when adopted.
- Contributes to security & access briefings.
External coordination & network building
- Develops & maintains the access contacts network through formal and informal links.
- Supports the Field Coordinator in access negotiations.
- Participates in relevant external coordination meetings, as tasked by FC and under his/her indications and ensures proper monitoring and reporting of the humanitarian situation.
- Represent SI with community leaders and INGO.
- Undertakes all administrative tasks with line ministries and administrative services
Liaison with local authorities
- Assist the FC in Technical Agreement negotiation.
- Ensure that all administrative documents for field movement (for all teams) are available.
- When tasked by FC and under his/her indications, represents SI toward Administrative, political, military, and civil authorities; as well as toward other humanitarian stakeholders.
- Participates to incidents & contingencies management (hibernations, confinements, relocalisation, evacuations, medical evacuations) according to FC directions and guidelines indications.
- Creates and compiles incidents reports for validation by the Field Coordinator.
Programming and Strategy:
- Liaise with SI existing implementing partners, monitor activities, and ensure appropriate reporting are carried out in accordance with SAAs.
- Identify new potential partners, contribute to the vetting and Due diligence process, contribute to the SAA drafting and follow up the launching of activities.
- Contribute to the development of SI direct activity implementation, carry out assessment and propose activities
- Participate to SI strategic development in the area, analyses the humanitarian situation and propose a strategy for its area based on assessed needs and mandate of the organization.
- Regularly visit Solidarités International’s intervention sites
Conformity
- Ensures that security management procedures are followed in the Base and on the ground.
- In coordination with the concerned departments (particularly Logistics), ensures that minimum operational security standards (MOSS) are followed, & deploys relevant security equipment.
- Advises the Field Coordinator on need for updating/adjusting SOPs to changed situation.
- Alerts the Field Coordinator whenever there is a major breach in internal frameworks.
Ethics
- Creates and maintains a working environment within the team that prevents inappropriate behaviour.
- Participates in communicating the existence of the internal Code of Ethics & Conduct.
- Maintains confidentiality. It is strictly prohibited for the Humanitarian Access and Security Officer to disclose information concerning Solidarités International and its activities without prior authorization from the Field Coordinator.
Management
- Responsible for the proper implementation of HR policies and processes to ensure that there is both the right number of people and the right amount of knowledge available for the activities for which he/she is responsible:
- Analyses, quantifies, and qualifies the human resources needs of his/her team,
- Recruits and trains the team for which he/she is responsible,
- Evaluates the performance of team members,
- Trains and supports team members,
- Leads and communicates with his/her team.
Reporting
- Produces weekly reports, incidents reports, incidents & events follow-ups, risks analysis, field evaluation reports, briefing notes & MOSS evaluations.
- Ensures that the constant companion is updated when necessary.
Translation
- On request, provide interpretation for conversations between the Field Coordinator or other Solidarités International personnel and/or its contacts
- On request, translate document related to security and other-related documents

Studies: Master’s degree in humanitarian action or project management, development, international relations, political sciences, WaSH, Construction/Architecture or agronomy studies.
Languages: Excellent oral and written communication skills in English
Experience: Previous experience with an international or local organization operating in Gaza stip
Requirements:
- Strong interest and motivation for non-profit and humanitarian aid.
- Knowledge of the functioning administrative services and existing contact network
- Critical thinking and analysis, autonomy, rigor, reactivity, organization, efficiency, work capacity, proactiveness and a critical mindset are a must.
- Ability to work autonomously, under stress and adapt to tight deadlines.
- International work experience is an asset.
- Mastering of Office pack – Word, Power Point and Excel
- Genuine commitment to the principles and work of SOLIDARITES INTERNATIONAL.
