I. Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.
II. Country Profile
In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Consortium MEAL Assistantfor its humanitarian operations in West Bank.

III. Position Profile
The West Bank Protection Consortium (WBPC) was established in 2015 and is funded by the European Civil Protection and Humanitarian Aid Operations (ECHO) and a number of European member state donors, including France, Belgium, and Spain. Consortium member organizations implementing programming currently include NRC, ACF, Acted, PUI and WW.
The MEAL department for the Consortium is hosted by Acted, including the position of WBPC MEAL Assistant. As hosting agency, Acted’s organizational HR, financial, logistical and security procedures are used, however the Consortium Secretariat members keep a high level of independence from Acted to ensure equal representation of all Consortium members.
The MEAL Assistant is responsible for contributing to the coordination of WBPC partners, conducting data collection and analysis, and supporting monitoring, evaluation, accountability and learning efforts of the WBPC.
IV. Duties and Responsibilities
Support in Data Collection, Consolidation and Analysis:
- Conduct field visits in the frame of monitoring and evaluation activities, including structured survey, Key Informant Interviews and Focus Group Discussions conduction.
- Provide technical support for monitoring tools building, including questionnaires translation, and deployment on KoBo Software.
- Support the MEAL Coordinator in ensuring regular data consolidation from partners, including for reporting.
- Contribute to ensuring accuracy of data reported, and perform data cleaning if required.
- Provide support in building tools for data analysis, including in the frame of monitoring reports writing.
Support in Database management:
- Contribute to databases management and ensure the quality and accuracy of data entered.
- Support for archiving the data stored in the databases.
- Ensure data entry when needed.
Other:
- Contribute to building capacities of the WBPC partners staff, including contributing to design and prepare training tools.
- Contribute to document lessons learnt identified during MEAL activities by the Secretariat and Consortium members.
- Provide support in the coordination meetings organized, including Secretariat meetings, MEAL Working Group meetings and any other meetings.
- Perform any other related activities as assigned by immediate supervisor and/or the WBPC Secretariat.

IV. Qualifications:

- University degree in Social Field, Statistics, or any related field.
- Desirable: at least one year of experience in Monitoring and Evaluation department, including data collection, data analysis, database management, report writing
Technical Skills
- Excellent computer and typing skills
- Ability to use Microsoft programs especially Excel and Word
- Knowledge in data collection and in open-source softwares for collecting, managing, and using data (such as ODK or KoBo)
Soft Skills
- Very Good in reading, writing and speaking both Arabic and English.
- Strong ability to take initiative, anticipate tasks, and manage tasks/teams independently.
- Ability to problem solve, be flexible, and manage multiple tasks at once
- Flexibility and ability to work in volatile and changing context.
- Valid driving license and proven driving skills.
