Unlimited Friends Association (UFA) is a non-profit, social, developmental, educational, and charitable organization established in 2000 in response to the urgent need to support Palestinian families, particularly vulnerable groups. Officially registered in 2003 under the Palestinian Law of Charitable Associations and Civil Bodies No. (1) of 2000 and its executive regulations, UFA delivers comprehensive humanitarian and development services aimed at improving living conditions and strengthening the resilience of Palestinian families.
UFA operates in key sectors including food security, education, psychosocial support, and WASH. It also manages desalination stations to ensure access to safe drinking water for underserved communities. With a strong commitment to impact and innovation, the association serves as a model for humanitarian and development work in Gaza, continually seeking effective and sustainable solutions that respond to community needs.
Position Summary
UFA is seeking to recruit an experienced and visionary Administrative Director to lead and strengthen the organization’s internal systems and ensure the efficient functioning of its operations. The Administrative Director will oversee multiple departments, lead performance improvement initiatives, and develop quality assurance systems to ensure optimal service delivery across UFA’s diverse programs and facilities.
The role requires strategic oversight, process optimization, and coordination between departments, with a focus on operational sustainability and excellence. The Director will play a key role in aligning administrative practices with the organization’s mission and strategic objectives.
Key Responsibilities
General Administration & Oversight
- Supervise daily operations across departments to ensure alignment with organizational plans.
- Facilitate coordination and synergy among departments to achieve common goals.
- Provide regular performance reports to senior management, highlighting progress, challenges, and achievements.
Systems Development & Performance Enhancement
- Lead the development and modernization of administrative systems based on international standards.
- Design and implement strategies to improve operational efficiency.
- Establish and monitor key performance indicators (KPIs) to evaluate departmental and facility performance.
- Introducing innovative solutions to optimize workflows and improve service delivery.
Quality Management Systems
- Develop and implement internal quality assurance systems to ensure high service standards.
- Monitor compliance with quality benchmarks across all administrative and operational functions.
- Conduct internal audits and follow-up on corrective measures.
- Integrate employee and beneficiary feedback into continuous improvement mechanisms.
Workforce & Team Management
- Supervise staff across departments and ensure effective task distribution.
- Promote a positive work culture that encourages innovation and team cohesion.
- Conduct regular team meetings to track progress and resolve emerging issues.
Operational Efficiency
- Analyze operational workflows to identify strengths, weaknesses, and opportunities.
- Develop action plans to enhance productivity and reduce operational costs without compromising service quality.
- Foster a performance-driven culture across the organization.
Resource Management
- Ensure optimal use of human, financial, and material resources.
- Monitor budget execution in alignment with operational plans.
- Oversee procurement processes, ensuring transparency and adherence to quality standards.
Facilities Management
Oversee the management and operational readiness of the following key facilities:
- Desalination Stations – Ensure continuous and high-quality water production to meet community needs.
- Educational and Temporary Learning Centers – Supervise educational activities and ensure safe learning environments.
- Community Kitchens – Monitor food preparation and distribution in compliance with hygiene and safety protocols.
- Other UFA-Managed Facilities – Ensure full functionality and responsiveness to community needs.
- Lead facility teams and support their performance development.
- Develop and implement operational plans tailored to the objectives of each facility.
Institutional Image & External Relations
- Promote UFA’s reputation locally and internationally through transparency and compliance with humanitarian principles.
- Strengthen partnerships with donors and stakeholders to secure sustainable financial and technical support.
- Represent the organization in relevant meetings and forums.
Strategic Planning
- Participate in strategic planning processes alongside senior management.
- Monitor implementation of operational plans in alignment with UFA’s strategic goals.
Risk Management & Compliance
- Identify administrative and operational risks and design mitigation strategies.
- Ensure compliance with local laws and international humanitarian standards.
- Support business continuity through contingency planning for emergency scenarios.

Required Qualifications:
- Bachelor's degree in public administration, Business Administration, or related field (Master’s degree preferred).
- Minimum of 7 years’ experience in operations management, preferably within the humanitarian or development sectors.
- Proven expertise in administrative systems development and quality management.
- Strong knowledge of managing multi-functional facilities such as education centers, kitchens, and water infrastructure.
- Demonstrated leadership and organizational skills, with experience managing diverse teams.
- Familiarity with performance management tools such as KPIs.
- Proficiency in relevant computer applications (e.g., Microsoft Office).
- Excellent communication, negotiation, and coordination skills in both written and spoken formats.
