Administrative and Finance officer
Project Description: The project “Our Future, Our Rights” is executed by Forum Civ (Lead), COSPE (Cooperation for the Development of Emerging Countries), and CCPR (Center for Civil and Political Rights) for a duration of 36 months, from 01/01/2025, in 9 countries worldwide (Colombia, Brazil, Senegal, Eswa-tini, Kenya, Tunisia, Palestine, Indonesia, and Sri Lanka). Its main objective is to enable rights holders, particularly young women and marginalized and discriminated youth, to have more opportunities to participate actively, safely, and meaningfully in civic space as drivers of change to promote and defend fundamental freedoms, democracy, and human rights at local and global levels. The project focuses particularly on the promotion and defence of the rights to association and peaceful protest by youth-led or youth-focused civil society organizations, grassroots groups, and nation-al/international platforms in contexts of high human rights in contexts of shrinking civic space, repression and discrimination.
Job Description: We are seeking a dedicated and experienced Administrative and Finance Officer to join our team (part time 50%). The selected candidate will support the financial management, administrative coordination, and reporting of project activities in Palestine, ensuring compliance with organizational and donor procedures. The role includes overseeing accounting tasks, managing project budgets, preparing financial reports, supporting audits, and maintaining transparent documentation. The ideal candidate will have academic qualifications in finance, accounting, business administration, or a related field, and at least three (3) years of experience in similar roles. Strong organizational and analytical skills, attention to detail, and familiarity with project-based financial systems are essential.
Responsibilities:
- Ensure accurate and timely processing of financial transactions related to project activities, in line with COSPE’s procedures and donor requirements.
- Support the preparation and monitoring of project budgets, including tracking expenditures and ensuring compliance with approved financial plans.
- Participate in regular team meetings to follow up on project implementation and provide updates on financial and administrative matters.
- Assist in the preparation of financial reports, ensuring all supporting documents and means of verification are properly collected, filed, and made available for internal use and external audits.
- Coordinate the procurement process in accordance with internal policies, PRAG regulations, ensuring transparency and proper documentation for all purchases and service contracts.
- Maintain accurate and up-to-date records of financial transactions, contracts, receipts, and payments in both physical and digital formats, following the local archiving and data management policy.
- Provide administrative support in the coordination of consultants, including contract drafting, documentation, and payment processing, in line with the project’s operational plan.
- Manage the logistical and administrative organization of project events, meetings, trainings, and visits, including booking venues, transportation, and materials.
- Support compliance with COSPE’s internal policies, including code of conduct, conflict of interest, anti-corruption, and data protection regulations.
- Liaise with the project’s technical team to monitor financial performance of sub-grants, verifying documentation and ensuring alignment with contractual obligations or support a Grant Officer
- Participate in field monitoring visits when required, to collect or verify financial and administrative data on the ground.
- Support internal and external audits, providing complete and organized financial records and explanations as needed.
- Perform other financial and administrative tasks as requested, in support of the Country Office’s programmatic and operational work.
- Ensure timely and accurate implementation of project budgets, timelines, and donor reporting requirements.

Job Requirements
- At least three (3) years of professional experience in administrative and financial management within international development cooperation projects. Experience with EU-funded projects will be considered a strong asset.
- Proven ability to manage budgets, accounting systems, and financial documentation in compliance with donor and organizational procedures.
- Experience in supporting the administrative and financial implementation of civil society initiatives. Previous experience with youth-led projects is a plus, though not required.
- General understanding of the human rights context in Palestine, particularly in relation to civil society work, is desirable.
- Good knowledge of procurement and sub-granting procedures, including tender processes, selection criteria, and monitoring of financial compliance.
- Strong organizational and communication skills, with the ability to interact effectively with institutional partners and civil society actors.
- Excellent command of Microsoft Office tools (especially Excel, Word, Outlook); familiarity with digital archiving and documentation systems.
- Good knowledge of basic accounting and financial reporting principles, good experience in filling a cash book, financial journal.
- Ability to work with data management systems and IT tools relevant to finance and administration.
- Strong verbal and written communication skills.
- Fluency in Arabic and English (both oral and written) is required.
Type and duration of the contract: A fixed-term employment contract (part time 50%) is established until December 31, 2025, (initial trial period of three months) with the possibility of renewal according to performance and budget review. The contract is an employment contract aligned with the Palestinian labor law.
Supervision: The person to be hired will be under the supervision of the COSPE Country Representative and will respond to the Project Coordination Unit.
