Job Description
  • In collaboration with the Watsan Coordinator, planning, elaborating and reviewing the annual budget for the Watsan activities in order to identify and give a response to the needs of the mission and the targeted population.
  • Monitoring on a day-to-day basis the implementation of the Watsan activities in the project ensuring compliance of MSF standards, protocols and procedures, and reporting to the Watsan Coordinator on the development of the ongoing programs including the following: 
  • Designing, implementing and managing the Watsan interventions under their responsibility in the project.
  • Conducting Watsan assessments in collaboration with project medical teams to identify Watsan needs at project level, and making recommendations for response activities to the line manager
  • Contribute to the development and planning of emergency response strategies and resources, in collaboration with other departments.
  • Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing and overseeing the inventory of the Watsan stock
  • Participating in the planning and implementation of HR associated processes (training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area
  • Ensuring proper collection and monitoring of Watsan data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management)
  • Together with the supervisor (and in absence of), follow up the water trucking activities in all the water distribution points in the North, ensuring the implementation of the daily monitoring of quality and quantity water trucking distribution.
  • Manage the water trucking contractors in the North, following up on invoices and informing about any changes.
  • Ensure the correct installation and functioning at full capacity (running the established time) of desalination units, ensuring positive partnership with the Water Authorities, while MSF objectives are met. Produced water in ROs ran by MSF is safely distributed in the water points in place, following MSF security rules.
  • Together with the Watsan Supervisors (and in absence of), develop the Sanitation activity in the North. Implement relevant tools for activity monitoring, as well as autonomously analyse data and propose improvements.
  • Manage the Watsan Stock and the correct follow up of internal procedures, as well as the fuel follow up in the North.
  • Participate in the design of watsan infrastructure (latrines, network reparation, vector control), oversee the implementation and manage the supervisors implicated on those.
  • Support the Watsan Coordinator on partners and authorities’ meetings related to the coordination of watsan activities.
  • Produce bi-weekly reports, collecting the contributions of the supervisors under his/her responsibility and submitting it to the Watsan Coordinator in a timely manner.
  • Weekly fill in the Monitoring Tool of the activities under his/her responsibility.
  • Autonomously develop proposals for improving the water distribution system, including structural improvement and/or redesign of the distribution points and roads.
  • Together with the Watsan Coordinator, participating in assessment and designing of strategy.
  • Together with the Watsan Coordinator, assure the monitoring system (water and infrastructure) and the diffusion of the relevant information.
  • Contribute with the advocacy strategy.

Job Requirements
  • Academic background in engineering or environment
  • Watsan in Emergencies Training within MSF is strongly recommended
  • Mandatory: Previous experience in technical aspects of water and sanitation works.
  • Mandatory: Minimum of 6-months of hands-on field emergency WHS professional experience in a humanitarian or international development setting.
  • Desirable: previous experience in MSF (all sections).
