Watsan Supervisor
Main Purpose
Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols, in order to improve health and living conditions of the target population.
Accountabilities
- Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management.
- Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project.
- Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities.
- Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.).
- Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits.
- Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting.
- Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity.
- Participating in data collection and reporting as required.
Context Specific Accountabilities
- Ensuring the design and follow up of reverse osmosis plants, including correct functioning and data collection, as well as ensuring positive partnership with the Water Authorities, while MSF objectives are met. Technical data is analysed regularly and any misfunctioning is reported and addressed.
- Ensure produced water in the desalination plants is distributed in the water points in place and, if needed.
- Collaborate with Watsan Manager to assess potential places in need of water for include them as distribution points or to install and operate new desalination units.
- Follow up the daily water trucking activities in all the water distribution points.
- Ensure the implementation of the daily monitoring of quality and quantity water trucking distribution, and ensure correct data collection by the Watsan Agents and encoding in the dedicated Monitoring Tools.
- Maintain regular contact with the Focal Point in the distribution points (Community Representatives) in order to facilitate early problem-solving and context changing (inform timely about security risks).
- Support the Watsan Manager on the design of water networks (producing BoQ, participating in technical discussions) and oversee the implementation on the field.
- Support the Watsan Manager on technical meetings with providers and authorities.
- Oversee and plan the stock consumption (supplies, spare parts, fuel…) of the activities under their responsibility.
- Participate in discussion with the community and other partners when required for the correct development of the activity.
- Follow up the performance of the team under their responsibility. Perform regular training for the Agents.
- Participate in the weekly reporting (Sitrep) for the watsan activities associated to water distribution.

Education
- Technical Engineer or Technical Diploma in an area linked to water and sanitation (mechanical engineer, environmental engineer, industrial engineer, hydraulic engineer, etc.).
- Alternatively, enough experience on a related field
Experience
- Previous experience in technical works: water trucking, water quality testing, reverse osmosis design/ maintenance/ installation, water network design and construction, electromechanical equipment dimensioning/ installation/ maintenance.
- Within the humanitarian sector, preferably within MSF or similar work environment
Languages
- Advanced level of English and Arabic are essential
Knowledge
- Computer literacy (excel is a must)
- Kobo Tool Box knowledge desired.
