The Department / Team (Department Summary)

The Mercy Corps Finance Department is responsible for all financial functions in Palestine, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

The Position (General Position Summary)

Working in the Finance Department under the supervision of Senior Finance and Compliance Manager. The Subaward and Finance Manager is responsible for all financial functions in WB, including accounting, payments and banking, payroll, financial reporting, and grant financial management and compliance. and ensure Mercy Corps Partners’ Financial monitoring, control and reporting are implemented in line with Mercy Corps and donors Regulations.

Essential Responsibilities:

Finance:

  • Supervise finance team in Ramallah and Jerusalem.
  • Provide financial review of purchase requests, purchase orders, contracts, and payment requests to ensure compliance with Mercy Corps policies and procedures and project budgets and ensure compliance with Mercy Corps’ procurement policies and procedures for all goods and services as per AAM.
  • Review the monthly payroll for Ramallah and Jerusalem office employees that is prepared by the Senior Finance Officer.
  • Review journals and upload data to the general ledger.
  • Prepare monthly closing journal entries and re-classes.
  • Ensure efficient and timely coordination with the Gaza Finance Team.
  • Post and maintain filing of payments and monthly journal entries in WB and JR.
  • Help with month-end accounting close process of Mercy Corps Palestine. Ensuring the accuracy and completeness of the ledger, general journals and all supporting documentation.
  • Review month-end balance sheet accounts reconciliations prepaid by the Senior Finance Officer.
  • Assist the Senior Finance and Compliance Manager in the preparation of related financial reports and BVAs, ensuring accuracy and alignment with Mercy Corps’ financial standards and donor expectations.
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.

Partners:

  • Lead the pre-award assessment documentation collection and review for Partners.
  • Lead the drafting process of the Partners agreements and modifications with HQ Subawards Unit according to the Subawards Financial Management Manual (SFMM).
  • Review Partners Financial Reports and verify original supporting documents.
  • Ensure that supporting documentation of costs charged to MC is in line with the Donors’ rules and regulations and are submitted on time.
  • Conduct regular visits and spot checks to Partners during the project(s) implementation IF needed.
  • Conduct regular meetings with Partners to ensure that issues identified during the implementation period of the project, or issues that may arise, are dealt with in a timely and correct manner.
  • Prepare Partners’ compliance review reports and share the observations with partners along with needed corrective actions.
  • Ensure that Partners do not overspend or underspend, as this will have an impact on MC’s overall reporting to the donor.
  • Ensure that all transfers of funds to Partners are registered properly in the Navigator Accounting System and maintain the Partners’ Cards in system up to date.
  • Responsible for the electronic and hard copy archiving for all Partners agreements documents, narrative and financial reports and receipts in accordance with the Field Finance Manual.
  • Assist in Partners close-outs ensuring that all requirements of the partnership agreement have been met and that Consortium Partners funds have been properly settled.
  • Ensure that all Partners are fully aware of Donors and internal regulations.
  • Coordinate the preparation and ensure the on-time submission of the financial reports for international Partners.
  • Assist the Senior Finance and Compliance Manager in responding to audit inquiries.

Other Duties:

  • Assist in the training and support of the finance officers in field offices, including answering daily questions, training new hires, making field visits, etc.
  • Ensure all staff are fully aware of donor and internal regulations.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties assigned by the Senior Finance and Compliance Manager, as needed.

Team Management

  • Provide team members with information, tools and other resources to improve performance and reach objectives.

Accountability

Reports directly to: Senior Finance and Compliance Manager

Works directly with: Country Finance and Compliance Team, Operations team members, Program Managers, and others.

Accountability to Beneficiaries

Mercy Corps team members are expected to support all efforts toward accountability, specifically
to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Job Requirements

Minimum Qualification & Transferable Skills

  • Five years or more of Financial and Grants Management experience is required.
  • A university degree in accounting or finance is required.
  • Three years or more in the Finance Department of an international NGO is preferred.
  • Demonstrated competency with computerized general ledger software.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Prior management experience and strong organizational skills.
  • Ability to manage and meet deadlines.
  • Ability to work independently on multi-task load.
  • Excellent oral and written English and Arabic skills.

Success Factors

The ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.  The Finance Manager must be willing to travel to Mercy Corps field offices and project sites.
