The Program / Department / Team
Gaza Sky Geeks: Gaza Sky Geeks (GSG), established in 2011 by Mercy Corps with support from Google, with a mission to foster sustainable and inclusive tech-enabled economic development in Palestine. By delivering an integrated approach to developing the capacity of tech-services companies, increasing access to markets and providing large-scale training in specialized tech skills, GSG aims to grow the competitiveness of the Palestinian tech sector in the global market.
The core objective of GSG is to revive the economy by assisting existing talent (individuals and companies) to improve their ability to regain income, whilst also continuing to train more young people to enter the sector. Activities will fall into 3 categories.
- Outcome 1: Capacity Building of Palestinian Individuals
- Specialist tech training for individuals to learn skills to earn income by working for local Palestinian tech companies, or by working remotely for overseas employers.
- Outcome 2: Capacity Building of Palestinian Tech Companies
- Training employees in local Palestinian tech companies to help increase their specialist skills and become more senior.
- Capacity building of executives in Palestinian tech companies (e.g. company specialization strategy, sales & business development training, mentoring by overseas business experts).
iii. Outcome 3: Market Access and Income Generation (for individuals & companies)
- Talent Matching: connect participants with local and overseas companies for mentors, internships, and employment.
- Market Access: help Palestinian individuals and companies secure mentors, internships employment, and revenue-generating contracts.
The Position
The Program Manager will lead programmatic and administrative efforts for the Mercy Corps Gaza Sky Geeks (GSG) expansion activities in the West Bank mainly and support efforts in Gaza revival activities. The manager will work closely with the GSG Sr. Program Manager and Director to set strategy for GSG activities. The Program Manager will work with a network of local stakeholders on raising the awareness about the employability opportunities in the tech sector for youth, capacity building of technical skills among the Palestinian youth. The program manager will lead on measurement and analysis of key performance indicators relating to the GSG Program to inform strategic decision making. The Manager will manage the Program team in performing their duties, implementation of activities, and data quality.
Essential Responsibilities
STRATEGY AND PLANNING
- Work with the GSG Sr. Manager to develop and support the program strategy, including marketing, outreach and program delivery, for GSG program expansion in the West Bank and Gaza revival.
- Plan for program resourcing and manage the budget for the GSG program in coordination with the Finance Sr. Manager.
- Lead on measurement and analysis of key performance indicators relating to the GSG Program to inform strategic decision making.
- Establish systems for internal documentation, task management, and process tracking to improve operational efficiency.
- Innovation and Continuous Improvement: Continuously seek out opportunities for innovation and improvement in the new area, and lead efforts to implement changes that improve outcomes.
Program Implementation
- Provide strategic input and technical oversight on the design and adaptation of training curricula, ensuring alignment with market needs and participant feedback.
- Supervise the design and update of technical curricula in coordination with the technical team and external advisors, incorporating participant and market feedback.
- Oversee the employability component, including talent pipeline preparation, coordination with hiring partners, and marketing Palestinian tech talent to local and international employers.
- Ensure strong alumni engagement and outcome tracking to inform long-term programming and evidence-based storytelling.
- Support in designing and updating company capacity-building curricula, including technical team specialization, and international market access.
- Coordinate with MC Palestine and GSG departments, including procurement, finance logistics/operations and HR in compliance with MC policies and procedures.
- Travel to various parts of the West Bank and other locations as approved by the GSG Director for program activities (including overnight stays if required)
Partnerships
- Lead proposal development and/or define of scopes of work with partners in the West Bank in collaboration with Sr.Program Manager
- Follow up with procuring MOUs and agreements with West Bank partners in compliance with Mercy Corps and GSG processes.
- Attend conferences, meetups and events in the West Bank, representing GSG as the ‘face’ of our activities and expansion into the region.
- Maintain CRM data on West Bank partnerships and ensure that partner development aligns with GSG’s strategy.
- Stakeholder relationships management: Build, manage and grow relationships with stakeholders, including hiring partners, funders, to advance the organization's goals and objectives.
- Work cooperatively with Mercy Corps and GSG staff, local and multinational partners and NGOs, and other parties.
HUMAN RESOURCES
- Support Mercy Corps global and regional initiatives for human resources, including safeguarding and talent development.
- Collaborate with the people team to promote staff access to high quality learning opportunities, with a special emphasis on national team member development.
- Assist with the on-boarding of senior team members, ensuring they are set up for success and familiar with agency systems, procedures, and protocols.
RISK MANAGEMENT
- Engage and support countries across the region to ensure that adequate risk management systems are in place.
- Collaborate with country leadership to support preparedness and response to major disruptive events.
- Engage with country teams on the internal audit process to track findings and ensure country team compliance with IA findings and recommendations.
- Engage with country level Ethics and Assurance managers as well as the global Ethics and Assurance department to track and analyze trends and needs across countries.
SAFEGUARDING RESPONSIBILITIES
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Supervisory Responsibility
This position currently directly supervises 3 program staff members and provides overall leadership and strategic direction for the entire Individuals Unit, which includes a team of 11 staff.
Accountability
Reports Directly To: GSG Sr. Manager.
Works Directly With: Direct Reports, GSG Director, GSG Sr.Officer Program Support Mercy Corps Admin, Finance and Procurement teams in Jerusalem/West Bank.
Accountability to Participants and Stakeholders

Minimum Qualification & Transferable Skills
● University degree in information management, computer science, business administration, or any other related field. A Master Degree is a plus.
● At least 10 years of work experience in a relevant field. Experience in information management, administration or a highly organized role in other fields will be of value.
● Understanding of the social, political, and economic context of Palestine, and a talent for communications with people across all levels of society.
● Solid organizational skills including attention to detail and multitasking skills.
● A Project Management Professional certification is preferred.
● Excellent writing skills in English and Arabic.
● Proficiency in MS office, google suite.
