Job Summary:

The Regional Finance Specialist plays a key role in supporting the financial management and accountability of the organization’s operations. This position assists in budget planning and monitoring, ensures compliance with donor and internal policies, supports audit processes, and provides technical support to finance staff. The Regional Finance Specialist works closely with the Regional Finance Manager to ensure effective and transparent financial operations and timely financial reporting.

1. Financial Management & Reporting

  • Assist in the preparation of monthly, quarterly, and annual financial reports for internal and external stakeholders.

  • Help prepare consolidated financial statements for the organization, including all branches and the headquarters.

  • Monitor project and departmental budgets, ensuring expenditures align with approved budgets and donor requirements.

  • Support cash flow management and forecasting to ensure adequate funds are available from the headquarters for program needs.

  • Review financial data for accuracy and completeness.

2. Compliance & Controls

  • Ensure compliance with regulations, internal financial policies, and local laws.

  • Support the implementation and monitoring of internal control systems across all financial operations.

  • Assist in preparing for internal and external audits and support the implementation of audit recommendations.

3. Budgeting & Planning

  • Support the Finance Manager in developing annual and project-specific budgets.

  • Monitor and analyze budget vs. actual reports, identifying and addressing variances.

  • Monitor and revise the budget as needed, informing the Finance Manager of any projected shortfalls.

4. Capacity Building & Support

  • Provide support to finance and program staff.

  • Assist in resolving financial issues and improving financial systems and processes.

5. Systems & Process Improvement

  • Contribute to the development and enhancement of financial policies, systems, and procedures.

  • Support the implementation of accounting software or ERP systems as needed.

Job Requirements
  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. A relevant professional certification or Master’s degree (e.g., CPA, ACCA, CMA) is necessary.

  • 9 years of finance experience, including at least 3 years in multi-location organizations, preferably within the humanitarian or NGO sector.

  • Strong knowledge of accounting principles, financial reporting, and donor compliance.

  • Exhibits effective leadership and decision-making skills.

  • Experience with financial software (e.g., QuickBooks, Microsoft Dynamics, or similar ERP systems).

  • Strong Excel and analytical skills.

  • Excellent organizational, interpersonal, and communication skills.

  • Ability to work under pressure and manage competing deadlines.

  • Demonstrates integrity and ethical standards, attention to detail and accuracy, team collaboration, problem-solving and critical thinking, and adaptability and flexibility in a humanitarian context.

  • Fluency in English is required.
