PSS External Technical Consultant
Background:
Catholic Relief Services (CRS) is implementing a comprehensive psychosocial support (PSS) response in Gaza and the West Bank to support the emotional well-being of displaced children, adolescents and caregivers amidst the ongoing conflict. CRS’ current portfolio of PSS projects is supported by multiple donors, including USAID/BHA, the Schmidt Family Foundation, Caritas Australia and the University of Notre Dame.
Due to unprecedented psychological distress and limited access to structured services in Gaza, CRS and local partners have been delivering informal socio-recreational and light PSS sessions in collective shelters across several governorates of the Gaza Strip. As the response evolves, CRS continues to expand PSS programming and adjust approaches to meet emerging needs. In the West Bank, CRS also delivers PSS activities aimed at increasing young people’s resilience amid ongoing tensions.
To enhance the quality and reach of these efforts, CRS is engaging a part-time remote PSS Consultant to provide technical oversight, coordination, and quality assurance across Gaza (approximately 70% level of effort) and the West Bank (30%). The role of the Consultant will focus on independent technical and project management support and deliverables, without any direct supervision of CRS staff or management of budgets, in line with CRS consultant engagement standards.
Consultancy Objective:
CRS JWBG will engage the part-time PSS Technical Advisor Consultant over a period of four months with a possibility to extend to strengthen the quality and impact of PSS interventions delivered through three CRS local partner organizations in Gaza and the West Bank. The Consultant will focus on providing program quality support for projects in the CRS PSS portfolio, building partner capacity, ensuring adaptive and inclusive PSS programming, and fostering coordination and learning across the two PSS teams in Gaza and the West Bank. The consultancy aims to enhance the impact of CRS-supported PSS activities, applying best practices, aligning with donor objectives, inter-agency and cluster standards, and contributing to the emotional recovery and resilience of conflict-affected children and their families.

Minimum and Preferred Qualifications:
- Minimum Required Qualifications:
- Bachelor’s degree in social sciences, project management, business administration, or a related field.
- At least five years of progressively responsible experience in the design, implementation or coordination of psychosocial support activities in Gaza and the West Bank.
- Demonstrated experience supporting or managing partnerships with local civil society organizations.
- Proven experience in delivering capacity strengthening for field staff and/or local partner organizations, including training, coaching or mentoring.
- Strong knowledge of psychosocial support concepts and technical standards, child protection and disability inclusion.
- Strong knowledge of referral systems
- Excellent writing, communication and interpersonal skills.
- Fluency in English and Arabic (written and spoken).
- Ability to work independently, manage multiple priorities remotely and deliver high-quality outputs with minimal supervision.
- Preferred Qualifications:
- Prior experience working with similar international humanitarian agencies considered an advantage.
- Familiarity with CRS’ psychosocial support curriculum and protection approaches in the West Bank and Gaza.
- Experience coordinating or contributing to program reporting, donor communications or technical learning products.
- Knowledge of inclusive PSS practices, particularly those addressing the needs of children, adolescents, caregivers and persons with disabilities.

Logistical Arrangements:
This consultancy will be 100% remote. The consultant is expected to carry out all tasks from their home base (virtually) and will not be required to travel to CRS offices or field sites. As such, CRS will not provide office space or on-site resources. The consultant must have access to a reliable internet connection, a computer, and communications equipment to perform the work and to participate in virtual meetings. All coordination with CRS staff and partners will be done via email, phone and online conferencing platforms.
No routine travel is anticipated. In the unlikely event that specific travel is later deemed necessary for the project, such as attending an in-person workshop, such travel would be discussed and agreed upon in advance. CRS would then facilitate the necessary travel approvals and cover pre-authorized travel expenses in line with CRS policies. Given the current scope and ‘remote-only’ nature of this consultancy, office operating costs (internet, computer, software) are the responsibility of the consultant and are assumed to be covered by the daily rate.
All deliverables and documentation will be shared electronically. CRS will provide the consultant with necessary program documents and resources, such as PSS curricula and resources, partner contact information, reporting templates, etc. via email or a shared online folder at the start of the consultancy.
