ABOUT THE PROSPER PROJECT
PROSPER is a five-year project (2025–2030) aimed at enhancing economic resilience and prosperity for vulnerable groups, particularly women and female youth, in the agribusiness and renewable energy/energy efficiency (RE/EE) sectors in the West Bank. PROSPER strengthens inclusive economic participation by equipping women and youth with essential employability skills, access to resources, and market opportunities, enabling their effective engagement in sustainable and climate-resilient economic activities. The Project is funded by the Government of Canada and implemented by Cowater International, in collaboration with key local stakeholders.
ABOUT THE POSITION
Cowater International would like to recruit a Monitoring, Evaluation, and Learning (MEL) Officer for its Promoting Resilience, Opportunities, and Sustainability through Partnerships for Empowerment (PROSPER) Project. The MEL Officer will support the implementation of the project’s overall MEL system, ensuring performance aligns with the quality standards of Global Affairs Canada (GAC) and Cowater International.
The MEL Officer will support the implementation of the PROSPER MEL Framework, including monitoring performance indicators, facilitating baseline and endline data collection and reporting, and ensuring regular data collection and reporting aligned with the project’s logic model and Performance Measurement Framework (PMF).
Additionally, the MEL Officer will contribute to evidence-based decision-making through regular data collection, analysis, and reporting. The role also involves designing and implementing various quantitative and qualitative data collection tools (e.g., surveys, pre/post assessments, polls, interviews, focus group discussions, key informant interviews, etc.). Proficiency in digital data collection systems, tool development, data analysis, and data visualization is essential.
RESPONSIBILITIES
Monitoring, Evaluation and Learning System
- Support the implementation of the project's MEL system in line with Cowater and GAC standards, ensuring gender-responsive and inclusive MEL functions.
- Ensure timely, consistent, and precise data collection in alignment with the Performance Measurement Framework (PMF) requirements.
- Monitor the implementation of all activities on an on-going basis through site visits, receiving reports from implementing partners and obtaining feedback from the recipients of assistance.
- Support the monitoring of performance indicators and track progress against targets on all levels (output and outcome levels) and on regular basis.
- Contribute to baseline and endline assessments.
- Support the capacity strengthening of implementing partners and local stakeholders in MEL concepts and PMF relevant indicators, tools, and standards.
Data Collection, Analysis, and Management
- Support the development and maintenance of a project database that allows for timely access and use of data by project team and leaders.
- Oversee timely data entry, cleaning, validation, and analysis.
- Conduct regular data analysis to support collaborative and adaptive project management and learning.
- Support the visualization of MEL data to inform project planning and reporting.
- Maintain systematic records of data sources and collection methods, supporting documents, raw datasets, analytical outputs, and MEL documentation for internal learning and quality assurance.
- Design and implement quantitative and qualitative data collection tools (e.g., surveys, FGDs, KIIs, pre/post assessments, polls).
- Apply gender-responsive and inclusive methodologies in tool development and MEL processes, ensuring MEL efforts capture the different experiences of women, youth, and marginalized groups and reflect inclusive, participatory approaches to data collection and analysis.
- Utilize digital tools and platforms for data collection, analysis, visualization, and reporting.
Project Reporting, Learning, and Communication:
- Assist in the preparation of internal and external reporting including progress reports, annual reviews, project-specific reviews, briefings for team members, and the project completion reports;
- Support documentation of case studies, success stories, stories of change, adaptive practices for learning, and progress of beneficiaries;
- Engage in periodic reflection and learning sessions with project staff and partners to translate findings into actionable learning and program adaptation.

- Minimum bachelor’s degree in economics, development studies, information management systems, informatics, statistics, data science, social science, or related field is required.
- Minimum 4 years of demonstrated professional work experience in MEL, data analysis, informatics, or research, with at least 2 years with an international organization.
- Demonstrated experience in quantitative and qualitative research methods, field data collection, analysis, and management.
- Experience facilitating participation of marginalized groups (i.e. women and low-income) and strengthening their voice and input in community initiatives.
- Professional work experience in designing and implementing electronic data management systems.
- Strong monitoring and reporting skills with excellent knowledge and experience in similar development projects.
- Proficiency in spoken and written English.
