ABOUT PROSPER PROJECT
PROSPER is a five-year project (2025–2030) funded by the Government of Canada and implemented by Cowater International in partnership with relevant local stakeholders. The project aims to enhance economic resilience and prosperity for vulnerable groups, particularly women and female youth, in the agribusiness and renewable energy/energy efficiency (RE/EE) sectors in the West Bank. PROSPER strengthens inclusive economic participation by equipping women and youth with essential employability skills, access to resources, and market opportunities, enabling them to engage effectively in sustainable and climate-resilient economic activities.
POSITION SUMMARY
Cowater International is seeking a locally engaged Gender Equality and Communications Specialist, based in Ramallah. Reporting directly to the Team Leader, the Specialist will lead the integration of gender equality principles across all project components while supporting strategic communications and visibility efforts. The Specialist will provide technical guidance to ensure that PROSPER’s design, implementation, monitoring, and reporting are gender-responsive and reflective of the diverse realities of women and youth. Working closely with technical leads, the Specialist will support inclusive programming, oversee the development of gender-transformative training, lead awareness campaigns, and ensure that all communications materials align with Global Affairs Canada (GAC) visibility and branding requirements.
KEY RESPONSIBILITIES
MANAGEMENT AND COORDINATION RESPONSIBILITIES
- Lead the integration of gender equality and women’s empowerment across all project components, ensuring alignment with GAC’s Feminist International Assistance Policy and PROSPER’s logic model.
- Collaborate with other technical specialists, MEL staff, grantees, and implementing partners to embed gender-responsive and inclusive approaches into all workplans, trainings materials, communications, and deliverables.
- Provide guidance to implementing partners and service providers on gender integration and inclusive communications practices.
- Serve as the focal point for communication on gender equality and visibility/branding, ensuring quality assurance for all public-facing materials.
- Maintain strong working relationships with project stakeholders, service providers and beneficiaries.
TECHNICAL RESPONSIBILITIES
- Gender Equality:
- Design and deliver gender mainstreaming training for institutional partners (e.g., PENRA, PalTrade, the Agriculture Engineers Association, LGUs, etc.).
- Lead gender assessments and audits (e.g., with PalTrade, AEA), and support the development of gender-responsive policies and procedures.
- Conduct gender equality orientations and sensitization workshops for targeted groups and project stakeholders.
- Oversee training in leadership, advocacy, and communication for women engineers, agronomists, and women’s networks.
- Support the design and delivery of the Green Energy and CSA Ambassadors Programs with a strong focus on female youth empowerment.
- Monitor the implementation of gender-responsive financial tools and green business services and advise on inclusion measures for women-led MSMEs.
- Collaborate with the MEL team to define gender-specific indicators and ensure sex-disaggregated data collection, analysis, and application for adaptive management.
- Provide gender-sensitive technical input into the selection, design, and documentation of model farms, start-ups, and success stories.
- Communications:
- Design and implement the PROSPER Communications and Visibility Plan in line with the project’s communications strategy and GAC branding guidelines, with a focus on gender outcomes.
- Oversee the production of inclusive multimedia content, including dashboards, videos, infographics, digital stories and social media assets.
- Manage and update communication channels, including social media, to ensure consistent messaging and outreach.
- Lead awareness campaigns that address gender norms in agribusiness and RE/EE sectors, leveraging male GE champions, female role models, and community leaders.
- Develop and disseminate learning products, evidence briefs, and case studies that promote scaling and policy engagement.
- Ensure consistent documentation of beneficiary voices, lessons learned, and gender impacts for internal and external sharing.
- Contribute to semi-annual and annual project reports and review final submission to ensure coherence and adherence to GAC quality standards.
MONITORING, EVALUATION AND LEARNING (MEL) RESPONSIBILITIES
- Support the tracking, analysis and visualization of gender-related data in alignment with project indicators.
- Collaborate with the MEL team to integrate gender into baseline studies, outcome harvesting, success stories, and performance reports.
- Lead qualitative research and documentation that amplify the voices of women and marginalized groups, particularly in relation to changes in agency, leadership, and social norms.
- Analyze and package gender-sensitive findings into communication and advocacy tools for broader dissemination.
Other Duties
- Perform additional tasks as assigned by the Team Leader and/or Technical Manager to support the achievement of the project’s objectives.

- Bachelor’s degree in Gender Studies, Communications, Development Studies, Sociology, or a related field; a Master’s degree is preferred.
- At least eight (8) years of progressive experience in gender equality, women’s empowerment, and/or strategic communications within international development projects.
- Proven experience designing and delivering gender mainstreaming strategies, capacity-building initiatives, and behavior change campaigns.
- Strong understanding of feminist and participatory communications methodologies.
- Familiarity with GAC’s Feminist International Assistance Policy and visibility/branding requirements is highly desirable.
- Experience in working across sectors (agriculture, energy, economic development) and with a wide range of stakeholders (government, private sector, civil society).
- Exceptional communication skills in Arabic and English, both written and verbal, with the ability to tailor messaging to various audiences.
- Strong facilitation, presentation, and interpersonal skills.
- A valid driver’s license is required.
