Logistics Officer

CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: As soon as possible

Position Location: CARE’s office in Gaza (Der Al-Balah) with frequent travel to projects location.

Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

Reporting/Line Management: Area Manager

The Gaza Logistics Officer is responsible for managing area office logistics staff, warehouses, vehicle fleet, ICT and assets to ensure effective, transparent and accountable logistic support to CARE programs in Gaza. The Logistics Officer will liaison with program teams to ensure adequate logistical consideration for coordination and planning of program implementation

Responsibilities:

Job Responsibility 1: Warehousing and Stock Management (40%)

- Ensure all new items purchased are entered in the stock card and ensure reconciling with Stock/Assets register.
- Manage and maintain the physical warehouse.
- Ensure stock check and reconciliation based on agreed timelines and SoP
- Ensure random spot check on stock in the warehouse
- Ensure all program stock are released through CARE Stock release/requisition form and accompanied with a waybill to Partners/participants or point of usage.
- Ensure the BHs and the Country Office Logistics Manager are informed about all stock under expired, expiring SOF and other irregularities or discrepancy in the warehouse respectively.
- Coordinate with Main Office, CARE Jordan and CARE Egypt all shipment coming inside Gaza strip
- Monitor and report any access constraint on existing and future supply route entering in Gaza
- Ensure that all shipments entering Gaza are collected and transported to CARE or Partners warehouse in a timely manner
- Coordinate with the Log Cluster and recommend the best supply route to use according to the constraint identify
- Ensure all documentations for each shipment are collected and archived according to CARE Policy
- Provide regular update on CARE shipment status.
- Managing and maintaining accurate inventory records of all goods and supplies in the warehouse including receiving, inspecting, dispatching and recording goods, as well as conducting regular physical inventory checks and report.
- Prepare and submit stock reports, inventory reconciliations, and loss/damage reports as required. Liaise with finance and compliance teams for periodic audits and stock inspections.
- Ensure all goods and supplies are stored in a safe and secure manner in accordance with standard best practice and WH guidelines.
- Maintain an organized warehouse layout that allows efficient handling and tracking of stock.
- Ensure all stock movements follow proper documentation and approval procedures.
Locate and negotiate contracting for warehousing that is secure, well-maintained, and meets health and safe working practice requirements. Oversee warehouse operations. Conduct periodic ‘spot checks’ and put systems in place to increase stock reliability.
- Ensure proper storage conditions for all stock, especially medical supplies, food, or sensitive materials.
- Enforce security, fire safety, and pest control measures in warehouse facilities.

Job Responsibility 2: Transport and Fleet Management (30%)

-The logistic officer will be responsible on Gaza fleet management
- Managing and tracking of all vehicles on the fleet, including movement planning and day-to-day allocation
- Manage, maintain and repair vehicles in safe and efficient working order
- Ensure that vehicles are checked daily, and that regular service and maintenance is carried out as per agreed schedule
- Ensure vehicles have current and lawful documentation.
- Monitor fuel consumption, coordinate supply of fuel from designated suppliers such as UN agencies and submit monthly reports
- Receive travel requests and maintain trip schedules and Staff Movement Board.
- Liaise with S&S for HTR travels outside Gaza to arrange transport for incoming and outgoing travelers on pick-up and drop-off times ensuring drivers are briefed of movement plans.
- Produce logistics site report, vehicle and generator cost performance report.
- Ensure proper usage and Maintenance of the Area Office Generator by keeping an up-to-date Generator Log book for usage and services.
- Ensure the CARE owned and rented vehicles are maintained and functional
- Ensure vehicles are cleaned, full of gas, water, oil, and in good condition on a regular basis.
- Ensure that the vehicle logs are kept up to date, collect them at the end of each month and share with Admin Logistics officer in Ramallah office.
- Ensure all vehicles in Gaza have all required papers and are provided with required safety equipment.
- Consolidate movement planning with drivers and allocate vehicle based on needs and vehicle available

Job Responsibility 3: Asset and Facility Management (30%)

- Register all new equipment’s above 500USD into CARE database and ensure identification code is visible
- Manage the stock of equipment in the Gaza Area Office and/or other offices premises for CARE in Gaza
- Managing premises, material, and equipment (identifying maintenance needs, monitoring use/consumption, etc).
- Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals
- Oversee the issuance and return of assets to/from staff
- Ensure good condition of assets and maintain asset condition reports.
- Ensure leased properties are in good habitable conditions. Overseeing repairs on these houses, liaising with the caretaker and landlord where and when necessary.
- Establish and maintain a list of contact details for preferred service providers including carpenters, electricians, plumbers, generator servicers and builders and make this list available to staff.
- Ensure the data network (internet) is operational and cost effective. Report any defective IT or office equipment to the Area Manager.
- Update Asset Register and send to country office every month

Qualifications:

Required:

  • Bachelor’s degree in logistics, supply chain management, business administration, or a related field.

Desired:

  • Experience from working as a Logistics Officer in a humanitarian/recovery context.
  • Documented results related to the position’s responsibilities.
  • Fluency in English

Experience/Technical Skills:

- Minimum of 5 years of experience in logistics, warehouse management, or supply chain operations.
- Experience working in humanitarian organizations or NGOs is an advantage.
- Strong knowledge of stock management principles, warehousing best practices, and compliance standards.
- Proficiency in inventory tracking systems and Microsoft Office (Excel, Word).
- Excellent organizational, problem-solving, and communication skills.
- Ability to work under pressure and in emergency response settings.
