The Opportunity – HR Officer
Post location: oPt CO - Ramallah
Contract Duration and Level of Effort: 100% LoE - Till end of December 2025 with possibility of extension.
ROLE PURPOSE:
The role holder will provide generalist HR support to the Gaza FO, including but not limited to, recruitment, onboarding, and compensation and benefits, across the full range of HR processes within the candidate and employee lifecycle and induction process.
They will also be responsible for continuously improving HR processes and systems in partnership with main office colleagues.
SCOPE OF ROLE:
Reports to: CO HR Manager with dotted line to Gaza HR Coordinator
Staff reporting to this post: Gaza HR Assistant.
Budget Responsibilities: None.
KEY AREAS OF ACCOUNTABILITIES:
Recruitment and Selection:
- Draft/support vacancy announcement based on SCI formats for approved recruitments
- Participate in the national recruitment and facilitate international recruitment process
- Collect and track Recruitment Planner forms as well as approvals
- Organize interviews and Prescreening interviews.
- Participate/facilitate in the national staff interviews and ensure transparency in the process
- Run background and reference checks and send regret to unsuccessful candidates
- Ensure the recruitment files are complete and updated with every recruitment
- Contract management of staff (including staff contracts, extension, amendments)
- Using a variety of methods, including internet data mining, cold calling, online databases, social media, internal database, employee referrals, career fairs, and other relevant sources to find candidates that meet the target profiles for open and upcoming vacancies
- Ensuring recruitment processes are in line with SCI regulations
General HR – Compensation & Benefits
- Coordinating the collection, follow-up, and submission of attendance sheets for casual workers and consultants, in close collaboration with the CO HR Team.
- Monitoring the timely submission of monthly timesheets for regular Gaza-based staff, in coordination with CO HR Team.
- Reviewing and validating transportation allowance attendance sheets for Gaza-based staff, ensuring accuracy and submitting them to the CO HR Team accordingly.
- Supporting the preparation and regular follow-up on leave balances for Gaza-based staff, in coordination with the Country Office, and assisting in leave tracking and reconciliation as needed.
- Ensuring that complete personnel files (both hard and soft copies) are created for all newly hired staff within one week of onboarding.
- Maintaining up-to-date and compliant personnel files at all times, ensuring all required documents are in place.
- Ensuring strict confidentiality and controlled access to personnel files — only the HR Manager or designated staff may access them.
On board and Off boarding
- Ensure all new employees are well oriented to SCI policies & Procedures.
- Manage the induction and on boarding process for new staff, and ongoing workplace learning using SCI Onboarding system (Passport to Success). Coordinate for the structured induction for newcomers and any other current staff along with all different functions in the organization
- Send mandatory policies to all newcomers, with a request of completing SCI online Mandatory, with all needed details, links, and instructions needed.
- Close follow-up on the completion of mandatory training within the first 3 months for newcomers, and regular refreshers needed for current employees. Along with accurate tracking and reporting to the HR Manager and RO on a quarterly basis.
- Support in induction plans for all new starters as well as mandatory training plans.
- Track and record induction attendance for new starters across induction checklists and ensure new starters complete their mandatory inductions and trainings.
- Create update on/off boarding tracker
- Responsible for the creation and follow up of a leaver process
- Work with Logistics to ensure SCI property is returned
- Organize and if applicable conduct exit interview with the national staff.
Other
- Other projects as defined by the HRM.
- Be prepared to vary day to day activities and work pattern/hours in humanitarian response situations.

In order to be successful, you will bring/have:
EXPERIENCE AND SKILLS
- A bachelor's degree in human resource management and or Business Administration or any other relevant degrees.
- Minimum 3 years of experience in Human Resources
- Strong understanding and experience of the recruitment lifecycle.
- Experience of coordinating onboarding processes.
- Strong communication (written and spoken), and interpersonal skills in English and Arabic, with experience in working with multicultural teams across diverse cultures and geographical distances.
- Ability to build relationships quickly with a wide variety of people, both internally and externally.
- Demonstrated skills in planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
- Proven operational generalist experience of providing service to staff and colleagues across a full range of HR issues.
- Working knowledge with MS Office applications (i.e., Word, advanced Excel, Outlook, Teams) with high degree of proficiency and productivity.
- Good facilitation skills and ability to deliver induction briefing/training
- Able to work to tight deadlines and under pressure.
- Able to work with minimum supervision, using tact and diplomacy.
- Understands the importance of confidentiality.
Desirable:
- HR experience in emergency response especially on heavy recruitment, emergency recruitment and onboarding.
- An understanding of direct and proactive sourcing methods would be an advantage.
