The Opportunity – Education Specialist

Post location:  oPt Country Office, Ramallah

Contract Duration: 1 year

ROLE PURPOSE: 

As a member of the Program Quality and Development team, the Education Specialist will be supporting the Education Technical Advisor in maintaining a high-quality education portfolio. In close coordination with the program operations team, the Education Specialist will play a key role in providing technical oversight to the education programs, implementation, monitoring and reporting in the West Bank, while ensuring they are implemented with quality and timely. This includes developing and implementing technical capacity building plans and training materials for SCI and partner teams. The Education Specialist will also be responsible for ensuring program integration and that cross-cutting themes like Gender, Climate, conflict-sensitivity and MHPSS are well integrated in our program delivery.   

The Education Specialist will be responsible of providing support to the Country Office Technical Advisor in the development of high quality concept notes and funding proposals that are contextually relevant and aligned with national education priorities and global best practices.  The Education Specialist will collaborate with partner organizations and the wider SCI Field Office team. The Specialist will develop strong relationships with Government, UN, NGO and local partner counterparts. In addition to ensuring program development and quality, the Specialist will ensure ongoing coordination with the Palestinian Authority, closely collaborating with SCI advocacy and communications team. 

The Specialist ensures strategic and technical links to regional, global and Member thematic technical capacity groups for strategic alignment and advocacy purposes.

The role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. The role holder will also be expected to act on behalf of the Education Technical Advisor as needed.

SCOPE OF ROLE: 

The Specialist sits in the Ramallah office and works closely with the office Operations team.  The Specialist receives guidance from the Education Technical Advisor for the OPT country office.

Role Dimensions: oPt CO is a high complexity country, multi-member interest, with an annual budget of around $40+m, and 100+ staff. Currently the program is experiencing a growth in funding and complexity due to the war in Gaza.

KEY AREAS OF ACCOUNTABILITY: 

Programme Development and Support:

  • Support in the development and adaptation of education strategies, plans, and SCI education content based on evidence-based practices and the specific needs of target populations.
  • Provide guidance on program, implementation, monitoring, and evaluation, including remedial education, early childhood development, inclusive education, and social-emotional learning. 
  • Through close collaboration with other sector specialists, ensure Education Strategy efficiently integrates with other sector approaches, ensuring holistic child development across sectoral lines (Child Protection, Child Rights Governance, Child Poverty etc) 
  • Contribute to the development of high-quality concept notes and funding proposals. 
  • Contribute to and ensure quality programme and donor reports in compliance with internal Save the Children requirements and any relevant external donor requirements. 
  • Develop risk assessment and mitigation strategy for the education programs as needed. 
  • Working closely with MEAL team lead on designing Education assessments and tools in coordination with other SC thematic areas and other external sector agencies, ensuring assessment are documented and that all assessments include a specific analysis of children’s needs.
  • Provide technical support to Education operations team and conduct regular monitoring visits to ensure quality programming is being implemented.
  • Ensure child participation principles are institutionalized within education programming. 
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, INEE and Red Cross Code of Conduct.

Capacity Building:

  • Contribute to the development of learning needs assessment and capacity building plans for both SC and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.
  • Support tin the coaching and mentorship of partner staff, Education Team and national level counterparts and link into wider organisational talent development mechanisms.
  • Oversee development and delivery of technical training material that will improve aspects of Education work within partner organizations and across Save the Children

Representation, Advocacy & Organisational Learning:

  • In close coordination with Country office Technical Advisor contributing to the Education Cluster and Education Cluster Task forces. 
  • Contribute to the communication and media production of education content in close coordination with the communication and advocacy team. Take the initiative in linking global SCI resources with Country office, documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches and contribute to broader sector learning.
  • Identify research opportunities and gather evidence to develop innovative, child protection and gender transformative programs.

 General:

  • Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Job Requirements

In order to be successful you will bring/have: 

QUALIFICATIONS

  • Bachelor’s degree in education, Early childhood education, development studies or related fields including 4 years work experience in relevant technical field. 
  • Minimum 4+ years’ experience of working in Education programmes in a humanitarian or development context. 
  • Previous experience in developing and conducting trainings and trainings of trainers in the field of education. 
  • Previous experience of working with a large Education team of international and national staff
  • Capacity to support the development of monitoring & evaluation systems in large complex programmes.
  • Previous experience of implementing awards funded by institutional donors with medium to high levels of compliance requirements, e.g. ECHO, CIDA, USAID, OFDA, DfID. European donors, European Commission or Scandinavian experience is preferred.
  • Knowledge of key education standards, in particular INEE
  • Experience working with national education stakeholders e.g. Ministry of Education 
  • Proven ability of mentoring, coaching, and training on Education related topics.
  • Experience of senior level representation
  • Experience of developing and negotiating successful partnerships with institutional donors
  • Ability to write clear and well-argued assessment and project reports.
  • Excellent communication skills
  • Proven ability to influence change at an operational and strategic level.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • English and Arabic language fluency is required.
