 Job Overview/Summary:

Since 2023, Anera has been steadily expanding its health portfolio in Gaza and the West Bank, delivering essential services and medicines to people in need. In 2025, Anera became a founding member of the Palestine Healthcare Partnership (PHP), an initiative incubated by Palestine Emerging (PE), taking on leadership of several PE health catalysts, especially in community health. The partnership is formed to enhance coordination between the public, private and NGO sectors to improve the quality and access to healthcare through structural transformation and reform. The partnership is grounded in Anera’s strategic priorities, which are aligned with the Palestinian Authority’s national priorities and the PE Health Blueprint. To translate Anera’s strategic priorities into concrete projects and measurable impact, Anera is strengthening its health team and will be expanding its health programming in the West Bank and Gaza.

As part of the expansion plan, the Health Director will play a pivotal role. We seek a dynamic professional who can shape Anera's refreshed health vision, coordinate multidisciplinary teams across Gaza and the West Bank, and position the organization as a key contributor in strengthening the Palestinian health system. The Director will ensure regular updates of Anera health strategy, and provide leadership across the programme cycle, including strategic planning, programme design, fundraising, and portfolio management.

The health director will also guide business development and resource mobilization to secure the long-term sustainability of Anera's health programme. They will identify and advance catalytic investment opportunities and drive sustainable programme expansion across six thematic domains: service delivery, product donations, workforce development, health technology, critical infrastructure, and blended finance. The role also entails managing Anera's active participation in the Palestine Healthcare Partnership and ensuring tight strategic alignment between Anera's internal health teams and the broader ecosystem of government, NGO, and private-sector stakeholders.

Specific Responsibilities:

  • Team Leadership & Development: Build, mentor, and retain a high-performing health team that delivers on Anera’s vision to catalyse Palestinian health-system transformation.
  • Programme Design: Craft and deliver modular, evidence-based health programmes that advance mobile units, tele-health, product donations, and other strategic pillars.
  • Business Development & Resource Mobilization: Coordinate domestic and international fundraising, working closely with the U.S. team, to secure diversified and sustainable revenue streams.
  • Strategy Development: Lead the bi-annual refresh of Anera’s health strategy, aligning it with emerging needs, partner priorities, and field evidence.
  • Portfolio Management: Steer the full health portfolio, setting priorities, coordinating cross-functional teams in Gaza and the West Bank, and ensuring coherence across all interventions.
  • Partnership & Advocacy: Represent Anera within the Palestine Healthcare Partnership (PHP) and other fora, brief senior leadership, and cultivate high-value relationships with government, NGO, and private-sector allies.

Position Reports to: Deputy Country Director-Programs

Position directly supervises (preliminary, non-exhaustive):

To be confirmed: the health director will be working very closely with the health manager in the short run before building up the health team based on identified capability gaps and needs.

  • External: Relevant stakeholders in public, private, and non-profit sectors, including partners from the Palestine Healthcare Partnership (PHP)

Job Requirements

 Qualifications:

 Academic Qualifications:

  • A medical degree (MD) or a medicine-related field (e.g., pharmacology) from a recognized institution is desirable.
  • A master’s degree in business administration, public health, health policy, or healthcare management is desirable.

 Experience and Skills:

  • Minimum 10 years of combined experience in healthcare delivery or management, ideally at an NGO, private hospital, or ministry-level institution, and/or at a private sector institution, at a leading accounting, consulting, or financial advisory firm.
  • Relevant experience in strategic planning, program development, investment case design, fundraising, cross-sectoral partnership building, portfolio monitoring, and impact tracking.
  • Strong leadership and team management skills with experience overseeing complex health portfolios and resolving complex problems.
  • Experience managing strategic program development (e.g., board-level strategy).
  • Experience managing fundraising efforts and investment projects (e.g., medical equipment procurement, hospital construction, and expansion).
  • Extremely high level of business and financial acumen.
  • Experience working in low-resource or conflict-affected settings preferred.
  • Familiarity with Palestinian health systems and stakeholders is highly desirable.
  • Excellent communication and stakeholder engagement skills.
  • Based in Palestine, fluency in Arabic and English is a must.
