ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks an Area Logistic Assistant for its humanitarian operations in Gaza.

III-Position Profile
Assistance in Procurement and Supply Chain Management
- Assist in managing and coordinating supply chain resources within the mission.
- Receive and process order forms from various departments within the required timeline.
- Distribute and collect quotations and tenders from identified suppliers/vendors.
- Ensure payments are delivered to/from suppliers/service providers.
- Formulate a plan to purchase ordered items from the market.
- Ensure timely delivery of procured items to ACTED bases.
- Develop and regularly update the order follow-up.
- Ensure proper information flow across departments and sub-offices until final delivery.
- Maintain computerized tracking of all purchases through the Order Follow-Up system.
- Regularly update the supplier’s database.
- Conduct market surveys as needed.
- Local Procurement (Scenarios A, B, and C):
- Ensure compliance with ACTED procurement procedures.
- Follow-up on local procurement for the Gaza office.
- Liaise with the Logistics Manager to validate Purchase/Service Contracts for Scenario C procurement.
- Complete computerized tracking of all purchases.
- Assist in managing procurement and supply chain processes from reception of Order Form to final delivery (Receiving Delivery Note/Service Completion Certificate).
- Prepare and collect purchase documents for payment before delivery to the finance department.
National Procurement (Scenarios D and E):
- Ensure compliance with ACTED procurement procedures.
- Assist in the follow-up of procurement (Scenarios D and E) for all offices in Gaza.
- Assist in the validation of national and international tenders and procurement documents, as specified in the logistics manual when needed.
- Complete computerized tracking of all purchases.
- Support in managing procurement from Order Form reception to final delivery (Stock Reception Form/Service Completion Certificate).
- Prepare and collect purchase documents for payment before delivery to the finance department.
Assistance in Stock Management
- Follow up on and update records of all program inventories in the mission.
- Ensure office stocks are stored safely in locked storage areas.
- Manage IN & OUT processes for mission storage resources.
- Ensure compliance with stock management procedures.
- Assist in physical stock control under the supervision of the Senior Logistics Officer.
- Account for all program and non-program inventories in the office and sub-offices.
- Ensure the safety of stocks and materials.
- Monitor stock/material movements between warehouses or storage areas.
- Ensure timely filing of documents upon receipt.
- Complete computerized tracking of all deliveries and stock delivery reports.
- Report all documentation related to delivery and stock processes to the Logistics Manager.
- Consolidate data from warehouses on stocks and inventories, including Quality Check Lists, Reception Vouchers, Delivery Reports, and Stock Reports.
Assistance in Asset Management
- Ensure compliance with asset, property, and premises management procedures.
- Safeguard assets in locked storage.
- Regularly update and verify asset documentation (Asset Card, Asset Reception, Asset Return, Repair Order Form, and Assets Follow-Up List).
- Check returned assets for damage or malfunction and notify the Logistics Manager if necessary.
- Ensure the assets file is complete with necessary documents (vouchers, manuals, repair/maintenance records).
- Keep hard copies of Asset Cards, Asset Lists, and Maintenance Sheets up-to-date and accessible.
- Ensure clear identification and tagging of all assets stored in bases.
Assistance in Fleet Management
- Work with the Logistics officer to design a suitably staffed and equipped transport function to support ACTED’s vehicle operations and policies.
- Manage fuel supplies and oversee storage management on-site (storage space management, tracking of inbound/outbound flows, updating documentation, and traceability).
- Evaluate, manage, and monitor drivers (driver Schedule)
- Raising OFs for vehicles spare parts and vehicle repairs.
- Ensure that all vehicles carry the required on-board documentation and that all documents are kept current. Create and maintain a file for each vehicle with all documents (registration certificate, insurance, technical inspection).
- Prepare weekly and monthly report on transport department.
- Vehicle fuel/movement forms should be up to date (Log sheets for each vehicle) for refuelling and keeping accurate record and monitoring system on fuel consumption.
Logistics Department Support and Filing
- Support the Logistics Manager with daily logistics activities and interventions.
- Manage logistics department filing, scanning, and copying of hard and soft files and correspondence.
- Maintain FLAT filing based on reconciliation between logistics and finance tools (SAGA, DFU, CFU, OFU).
- Manage filing of FLAT checklists (FLA 01, FLA 02, FLA 03).
- Ensure all logistics documents are scanned and organized according to project and OFU entries.
- Assist with administrative tasks, including reception duties, answering phone calls, and sending faxes.
- Perform other logistics-related tasks as assigned by the Senior Logistics Officer and Logistics Manager.

IV- Qualifications:
- Bachelor's degree in Business Administration , Finance, or any other related field.
- Minimum 1 years’ experience in relevant field.
- Preferred xperience working with NGOs/INGOs
- Mature professional attitude, excellent communication, creative and flexible with ability to work in a team.
- Computer skills, especially on Microsoft (word , excel , etc.)
- Excellent in written & spoken English/ Arabic.
