I-Background on ACTED

ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory in May 2007, through food security interventions in the West Bank and then in Gaza. ACTED is currently implementing projects funded among others by ECHO, OCHA, EU Member States and EuropeAid, which aim to protect vulnerable households in the West Bank and Gaza and to strengthen civil society actors across the occupied Palestinian territory.

In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank and Gaza. ACTED currently seeks a WASH Cluster Assessment Field Officer for its operations in Gaza.

III-Responsibilities

  • The Assessment Field Officer (AFO) supports the implementation of assessment activities for the WASH Cluster under the supervision of the REACH assessment and coordination team, and is hosted by ACTED. Assessment activities include rapid needs assessment, household surveys, quality studies, etc.).
  • The AFO assists with enumerator training, data cleaning and validation, timely and accurate data entry, and contextualization.
  • The AFO assists with planning and carrying out fieldwork, ensuring activities align with research objectives and are responsive to the evolving context. The FO also supports partner engagement and contributes to maintaining strong relationships with stakeholders in the field.
  • The AFO contributes to the preparation and execution of field data collection, including scoping missions, focus group discussions, and contextualization activities.
  • The AFO contributes to the reporting of preliminary findings and ensuring feedback loops with communities or partners;
  • The AFO ensures that tools and methodologies are applied correctly and that fieldwork is conducted safely, efficiently, and in line with REACH standards.
  • The AFO coordinates closely with ACTED security focal points to report movements, access issues, and any incidents. The AFO maintains awareness of local dynamics that may affect field activities and reports any risks or disruptions to the team.

Job Requirements

V- Qualifications:

  • At least 2 years’ experience in a project implementation position in an NGO as Officer position or equivalent level;
  • Experience in data collection activities including facilitating Focal Group Discussions (FGDs), particularly in managing group dynamics and ensuring inclusivity (gender, age, disability);
  • Experience with mobile data collection platforms such as KoboToolbox or ODK;
  • Fluent in English and Arabic (written and spoken);
  • Excellent communication skills; approachable and good listener;
  • Excellent external representation skills;
  • Excellent capacity to plan, prioritize, and multitask;
  • Strong analytical skills;
  • Excellent team-working skills;
  • Strong problem solving initiative and flexible;
  • Good written communication skills;
  • Good computer literacy, including use of smartphones and MS Office (Word and Excel);
  • Problem-solving and adaptability;
  • Background in WASH is an asset.
