Duration: 6 Months

Duty station: Khan Younis – Gaza Strip

Type of contract: Temporary contract (may be renewable)

Palestinian Environmental Friends (PEF) is a leading non-profit organization established in 1998 by a group of Palestinian experts committed to environmental and natural resource issues. Guided by the values of creativity, dignity, and transparency, PEF strives to ensure a green and healthy environment for present and future generations.

Operating across the Gaza Strip, PEF addresses key areas, such as climate change, green practices, water and wastewater management, solid waste management, food security and livelihoods, shelter, education, public health, infrastructure development, and capacity-building initiatives. Additionally, PEF conducts community awareness campaigns to promote environmental sustainability.

Through its efforts, PEF contributes to environmental and cultural preservation, supports the sustainable use of local resources, and strengthens the connection between Palestinian communities and global environmental and development goals.

 JOB PURPOSE:

The Accountant is responsible for managing and executing the organization’s daily financial operations, ensuring that all transactions are recorded accurately and in compliance with internal policies, donor requirements, and national regulations. This role is critical in maintaining sound financial management, preparing accurate financial reports, supporting donor compliance, handling payroll and tax obligations, and preparing for audits.

The Accountant works under the direct supervision of the Finance and Administrative Manager and collaborates closely with project coordinators, procurement and HR teams, and external stakeholders, ensuring effective financial planning and reporting across all PEF programs.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  1. General Accounting & Financial Transactions
  • Record and reconcile journal entries, accounts payable and receivable in the accounting system.
  • Prepare, review, and process payments, bank transfers, receipts, and deposits.
  • Maintain up-to-date and accurate general ledger and petty cash records.
  • Conduct monthly bank and cash reconciliations.
  • Ensure financial documentation is well-organized, archived, and accessible (electronic and hard copy).
  • Support month-end and year-end closing activities and ensure financial data integrity.
  1. Financial Reporting & Budget Monitoring
  • Prepare periodic financial reports for internal use and donor submission, including budget vs. actual analysis.
  • Track expenditures across multiple projects and alert management of any significant variances.
  • Support project teams in developing monthly cash flow forecasts and procurement plans.
  • Assist in preparing organizational and project-level financial forecasts and plans.
  • Contribute to financial risk analysis and recommend corrective actions when needed.
  1. Payroll & Staff Compensation
  • Prepare and process monthly payroll, ensuring accuracy of salaries, allowances, deductions, and benefits.
  • Coordinate with HR to review staff attendance, leave balances, and contract terms.
  • Ensure timely payment of trainers, consultants, and suppliers in accordance with contractual terms.
  • Ensure full compliance with applicable labor, income tax, and social security laws.

 

  1. Donor Compliance & Audit Support
  • Ensure that all financial transactions comply with internal control procedures and donor requirements.
  • Maintain financial documentation in compliance with audit and donor standards.
  • Prepare necessary supporting documentation for internal and external audits.
  • Support the implementation of corrective actions in response to audit findings.
  • Stay informed of changes in donor financial compliance regulations and advise on financial policy adjustments as needed.
  1. Asset, Tax, and Financial Control
  • Maintain the fixed asset register, ensuring assets are tagged, tracked, and accounted for.
  • Prepare and submit required tax filings, ensuring full compliance with national tax regulations.
  • Ensure all procurement-related financial documents are reviewed and validated prior to payment.
  • Support the Finance Manager in implementing and monitoring internal controls across departments.
  1. Other Duties
  • Perform additional duties as requested by the Finance and Administrative Manager.
  • May occasionally be required to work on weekends or public holidays (time off in lieu will be granted).

Job Requirements

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

 DELIVERABLES AT THE END OF THE CONTRACT

  • Timely and accurate financial reports submitted to management and donors.
    • Updated accounting records, general ledgers, and bank reconciliations.
    • Proper documentation and classification of financial transactions.
    • On-time payroll processing and compliance with staff entitlements.
    • Accurate tax filings and updated asset register.
    • Successful support to internal and external audits with minimal findings.
    • Strengthened financial control systems and compliance adherence.

KNOWLEDGE AND SKILLS

  • Strong understanding of accounting principles, financial reporting, and donor compliance.
  • Proficiency in accounting software (e.g., Al-Aseel App, Manager App, or similar), MS Excel, and other Microsoft Office tools.
  • Proven experience in preparing financial reports, budgets, and forecasts.
  • Familiarity with national financial regulations, including payroll, tax, and procurement.
  • Ability to work under pressure, meet deadlines, and manage multiple tasks.
  • High attention to detail, accuracy, and confidentiality.
  • Excellent organizational and documentation skills.
  • Strong interpersonal skills and ability to work collaboratively with multidisciplinary teams.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS

Education:
Bachelor’s degree in Accounting, Finance, or a related field.  

Field Experience:

Minimum of 3 years of relevant accounting experience, preferably in the NGO, including experience working with accounting software (Al-Aseel App) and donor-funded projects.

Language Proficiency:

Fluency in both oral and written Arabic and English.
