WASH Officer
Main responsibilities:
Generals
1. Represents and promotes PEF at local and national levels in the WASH sector, with a particular focus on wastewater management and reuse.
2. Systematically collects, stores, and verifies data, information, opinions, and feedback to support evidence-based decision-making.
3. Develops and manages project work plans, reviewing progress regularly to ensure timely achievement of tasks and milestones; prepares project status reports, governance updates, and presentations.
4. Actively contributes to project risk and issue management by identifying potential risks, prioritizing them, and supporting mitigation strategies; escalates major concerns with supporting documentation.
5. Verifies project compliance with approved implementation methodologies and flags deviations to the Executive Manager or Board of Trustees when necessary.
6. Plans, designs, supervises, monitors, and follows up on daily project activities.
7. Manages time, cost, and quality implications of project tasks, working effectively within teams and resource constraints.
8. Anticipates challenges, sets priorities, and schedules activities to ensure the achievement of project outputs, outcomes, and impact within available resources and frameworks.
9. Sets measurable goals to meet work plans and quality standards.
10. Controls critical elements of implementation processes, coordinating with all parties to maintain progress against plans.
11. Identifies potential budget deviations and ensures continuous monitoring of actual and forecasted expenses.
12. Collaborates with the public health team to plan, design, implement, and monitor awareness-raising activities, including IEC materials and media campaigns.
Program/project quality :
1. Coordinates with project staff and engineers to align implementation with action plans and technical frameworks.
2. Conducts engineering supervision and assesses program impact to ensure quality and achievement of project goals.
3. Develops, reviews, and validates wastewater quality monitoring reports in line with national and international standards.
4. Drafts and updates ToRs and technical reports for studies and assessments related to wastewater treatment and reuse governance.
5. Works with the MEAL Officer to establish fair and transparent beneficiary selection mechanisms and supports accountability processes.
6. Ensures that field activities and events meet PEF’s minimum quality standards in both planning and delivery.
7. Sets attainable standards that promote quality throughout all organizational processes.
8. Reviews existing procedures and standards, recommending improvements to align with global best practices.
9. Conducts joint site visits with engineers, stakeholders, and community representatives to ensure compliance with PEF’s values and code of conduct.
10. Coordinates with the Monitoring, Evaluation and Reporting Officer on documentation and dissemination of project performance and outcomes.
11. Works closely with the Executive Manager to provide regular updates on project progress.
12. Supports the design, evaluation, and learning components of project quality frameworks.
13. Applies PEF’s internal procedures, tools, and technical guidance consistently.
14. Participates in project personnel recruitment, selection, training, and performance-related discussions.
Coordination and management
1. Builds and maintains effective relationships with a broad range of stakeholders, including project sponsors, senior managers, team members, external agencies, and service providers.
2. Coordinates and supports environmental and sustainable development initiatives in line with PEF’s strategic objectives.
3. Prepares Terms of Reference (ToRs) for works, services, trainings, and supplies, particularly those related to hydrological and hydrogeological studies and wastewater reuse.
4. Reviews engineering designs and processes related to wastewater treatment and reuse in agriculture, providing technical recommendations.
5. Supervises, alongside site engineers, the construction and operation of wastewater treatment and reuse systems.
6. Supervises the implementation of irrigation networks using treated wastewater, as well as related agriculture activities (e.g., fencing, planting).
7. Engages with community groups, governmental departments, and other stakeholders on environmental and project-related matters.
8. Coordinates with regulatory agencies, project steering committees, and local groups to ensure smooth implementation and compliance.
9. Leads workshops, focus group discussions, and stakeholder engagement sessions.
10. Understands the broader organizational and cultural context and integrates it into project delivery.
11. Ensures the right-to-know principle and promotes community participation across all project phases.
12. Develops results-based progress, annual, and final reports, aligned with the project proposal, work plan, and logical framework.
13. Performs field work and site-level support as required.
Other:
1. Carries out additional duties as required by the organization.
2. May occasionally work weekends or public holidays; time off in lieu will be provided.

Educational qualifications:
Minimum qualification
Bachelor's degree or equivalent

Specialization required
Civil or mechanical Engineering / Water resource/hydrology or sanitation
Practical experiences
- Practical experience of not less than 5 years
- Minimum of 3 years of practical experience in the WASH sector
- Minimum of 2 years of practical experience with NGOs and CBOs as a project coordinator
Language Requirement
Fluency in English (written and oral).
Duty station/work location
PEF offices in Khan Younis and Gaza, and the Project fields
