1.A specialist to create an interactive, digital platform to deliver environmental education to Palestinian students in an engaging and accessible manner:
System Overview:
The Palestinian Environmental NGOs Network (PENGON- FoE Palestine) is a non-profit, non-governmental organization that serves the Palestinian environment by acting as a coordinating body for the Palestinian environmental organizations located in the Occupied Palestinian Territories. As part of its educational efforts, PENGON is launching an interactive, digital platform to deliver environmental education to Palestinian students in an engaging and accessible manner.
Objective::
The objective of this assignment is to design and develop an online, interactive platform for environmental education. The platform will serve as an educational journey through a series of stages, enabling students to engage with critical environmental topics such as biodiversity, climate change, sustainable consumption, and the 4 Rs (Reduce, Reuse, Recycle, Refuse). It will also feature footprint calculators and water consumption to help users measure their environmental impact.
Scope of Work:
The selected service provider (freelancer or company) will:
- Design a responsive, interactive web-based educational platform.
- Structure content into progressive learning stages or modules.
- Integrate interactive tools, including:
- Educational quizzes and games
- Virtual simulations and animations
- Carbon and water footprint calculators
- Ensure a gamified learning experience with user progress tracking.
- Enable linking and integration with the existing PENGON website.
- Provide technical documentation and a user-friendly guide.
- Offer two training sessions for PENGON staff on content management and platform use.
2. Mobile Application for an Evidence-Based System on Environmental Violations
Background
The Palestinian Environmental NGOs Network (PENGON) has developed a web-based Evidence-Based System (EBS) for documenting environmental violations across Palestine. To enhance accessibility and real-time documentation, especially in high-priority areas, PENGON seeks to expand its digital tools by developing a dedicated mobile application.
This initiative will be developed under the “Drivers of Change” project, which PENGON implements in partnership with Overseas and is co-funded by the European Union. The mobile application will primarily focus on documenting environmental violations in Jerusalem and its surrounding neighborhoods, where violations are frequent and underreported.
The mobile application will be fully integrated with the existing Evidence-Based System to ensure centralized, secure, and accessible data collection, synchronization, and reporting.
Objective
The objective of this consultancy is to develop a cross-platform mobile application (Android and iOS) that will:
- Enable the documentation and tracking of environmental violations in Jerusalem and its neighborhoods;
- Supports real-time data entry, submission, and case follow-up;
- Synchronizes fully and seamlessly with the existing web-based Evidence-Based System (EBS);
- Supports offline functionality with automatic synchronization once reconnected;
- Maintains bilingual interface (Arabic/English), supports user-role management, and high standards of data security.
Scope of Work
The consultant/development firm will:
- Analyze and review the current web-based EBS system, including database structure, functionalities and performance.
- Design and develop a mobile application that supports:
- User authentication with multi-role permissions;
- Violation reporting (form with media uploads);
- Case tracking and user notifications;
- Dynamic reporting and dashboard access;
- Bilingual interface (Arabic and English);
- Offline data entry with automatic synchronization.
- Ensure full integration with the existing EBS (bidirectional synchronization).
- Test and deploy the app on the Google Play Store and Apple App Store.
- Provide training and documentation (user manual and technical docs).
- Provide maintenance and technical support after deployment.

- Proven experience in mobile application development (at least 5 years)
- Strong knowledge of API integration and cloud-based systems
- Familiarity with environmental/social projects is an advantage

2. Mobile Application :
Proposal Submission
Firms must submit:
- Technical proposal detailing methodology and tools
- Financial proposal in NIS including VAT
- Company profile and references
- Bank guarantee (5% of total cost), valid for 90 days
