Background
RO’A Center for Political and Strategic Studies is a Palestinian-based nonprofit organization dedicated to addressing geopolitical issues, particularly the Israeli occupation of Palestine and challenges faced by Palestinians. Our vision is to shape a Palestinian society founded on inclusion, pluralism, and justice, driven by strategic collaboration, cutting-edge research, and a culture of dialogue that enriches collective identity and fosters transformative change. Our mission is to empower Palestinian communities by addressing societal fragmentation, fostering unity, and building capacity for transformative change through research, stakeholder engagement, and strategic collaborations.
Purpose
RO’A Center for Political and Strategic Studies recognizes the importance of inclusion and the essential role youth groups have historically played in the political and social fields in Palestine. Building on the completion of the two preparation phases for the RO’A youth network in collaboration with Sustainable Change for Development (SCD) and reaffirming our commitment to youth empowerment, social inclusion, and effective participation, RO’A will work to implement the below training modules to further solidify our youth group’s professional and personal skills. Through this RFP, RO’A is seeking skilled trainers to implement four training modules for our youth engagement and empowerment project.

Modules Overview
- Leadership—Communication and Interpersonal Skills:
Enhance the participants skills in leadership effectiveness through the development of their strategic communication and interpersonal skills.
- Gender Equality and Inclusion:
Provide in-depth knowledge on gender theories, mainstream strategies, and the role of gender in policy formulation and development.
- Human Rights Leadership Development:
Equip participants with the essential skills and knowledge in human rights by providing them advocacy strategies, policy-making tools, and community mobilization techniques.
- Lobbying and Advocacy:
Equip participants with the skills, tools, and proficiency needed for effective advocacy by enhancing their understanding of lobbying and advocacy strategies.
Scope of Work
Under the supervision and in cooperation with the RO’A team, the selected trainers are expected to implement the following tasks for ONE chosen module from the modules above:
- Training Material Development
- Drafting the methodology, activity outlines, and schedules and submitting them for RO’A approval.
- Develop comprehensive training materials, including presentations, handouts, and practical tools.
- Preparing interactive and engaging teaching tools such as presentation slides, case studies, and group activities.
- Finalizing the methodology and activity schedule with approval from RO’A.
- Training Delivery
- Coordinating the training’s schedule and logistics with the RO’A team.
- Conduct the training using the finalized and approved methodology and activities.
- Reporting and Evaluation
- Provide a training assessment report.
- Conduct pre- and post-training assessments to evaluate participants knowledge and skills acquisition.
Deliverables
The selected trainer is expected to provide the following:
- A detailed training agenda.
- Training materials (both digital and printed handouts).
- A final report demonstrating the training’s outcomes.
- A final report demonstrating the assessment done by participants.
Duration and Timeframe
The trainer is expected to engage in a total of 3 days of training for each module, as mentioned above. The five modules are expected to be conducted between July and December 2025.
Requirements
- Minimum of a bachelor’s degree in a relevant field.
- Minimum of 5 years’ experience in delivering training sessions in the related topics.
- Proven experience in designing and facilitating interactive training modules tailored for youth groups.
- Excellent effective communication and group facilitation skills.
Submission Guidelines
All interested trainers should submit the following documents:
- Expression of Interest (EOI) outlining how the trainer meets the selection criteria and their understanding of the TOR.
- A summarized description of the scope of work and intended methodology to be used, as well as an attentive work plan including activities and time frames.
- Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted.
- Curriculum vitae (CV) outlining relevant qualifications and experience.
- Itemized financial proposal in a separate file.
Deadline
All interested trainers should submit the above-mentioned documents no later than July 5th to the email address [email protected] with the title of the chosen module in the subject of the email.

The selection process of the trainer will be based on
- Relevant experience and qualifications.
- Quality and practicality of the proposed training approach.
- Cost-effectiveness.
