About Tasdeer

Tasdeer is a Trade Facilitation and Customs Support programme funded by UK Aid from the British Government and implemented by a consortium led by Cowater International. Our objective is to improve the Palestinian private sector’s competitiveness and Palestinian Authority (PA) capacity in trade, customs and import policy regulation and administration. We aim to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories, supporting the PA’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.

The solar energy project supports companies from various sectors, such as food, plastics, stone and marble, metal, shoes, and leather, located in different areas, including Hebron, Nablus, Bethlehem, and Tubas.

Tasdeer will directly assist beneficiaries in designing, installing, and commissioning solar energy stations that meet local licensing regulations and facility needs.

      

 Role Profile:

The Solar Energy Advisor (SEA) will offer Owner’s Engineering (OE) Services for Solar PV Projects, including construction supervision, design review, commissioning, contract management, and acceptance tests for cost and operational efficiency. The SEA will supervise and coordinate with Tasdeer's solar energy construction management consultancy firm and support environmental, clean energy, recycling, and clean production initiatives. The SEA will report to Tasdeer’s Solar Energy Lead.

Scope of Work and Responsibilities:

  • Supporting the development and execution of solar energy and environmental initiatives through supervising the different stages of implementation, including the works of Tasdeer-hired solar energy construction management consultancy firm, reviewing, and recommending for approval site assessments, needs analysis, project design, and bid documents.
  • Acting as a compliance and quality champion, the SEA reviews and recommends the design process, ensuring that the designs comply with regulatory requirements and market standards.
  • Providing oversight of field works through randomised field visits to construction sites.
  • Monitoring delivery timelines to avoid delays that could impact project progress.
  • Actively coordinating with the consultancy firm to ensure quality and proactively mitigating issues to navigate the project to a successful result.
  • Assessing the contractor's profiles, offers and implementation plans.
  • Collaborating with the consultancy firm to finalize solar PV plant designs for each site
  • Recommending the Bill of Materials for approval against the finalized design.
  • Participating in equipment inspections and factory testing as needed.
  • Verifying and approving the quantity and quality of completed work for accurate payments.
  • Organizing and conducting periodic meetings with the consultancy firm to monitor progress, resolve technical challenges, and ensure adherence to cost, quality, and schedule parameters.
  • Providing ongoing technical support to Tasdeer for successful project execution.

Duty Station: Ramallah, with travel across the West Bank.

Type of the Contract: Full-time contract

Duration of Contract and level of effort: Until the end of the project (September 2026)

Key Skills and Qualifications:

  • University degree in electrical engineering or any other related degree.
  • At least five years of experience in designing and implementing solar energy projects.
  • At least three years’ experience in providing advisory services or similar experience.
  • Good knowledge and experience in general climate change-related matters, and relevant solutions and implementation is an asset.
  • Excellent knowledge in the governorate regulations and requirements for the installation of solar energy and ability to influence timely and smooth implementation.
  • Knowledge of efficiency solutions and energy audits is an asset.
  • Ability to work in different locations across the West Bank. 
  • English and Arabic language fluency, including good English writing skills.
