Senior Program Specialist
Position Summary
Senior Program Specialist: will work closely with the Program Director in the planning, implementation, and monitoring of project activities. S/he will be responsible for all day-to-day program management, managing a team of technical staff, and working on development, management, and closing out of all activities. The Senior Program Specialist will play a key role in representing the Program Director, attending Client and partners meetings, and partner community centers and events, ensuring efficient program administration and activities implementation, and provide comprehensive support to the Program Director where needed.
This position is reported directly to the Program Director
Primary Responsibilities
1. Lead development of the project’s Annual Work Plan (AWP) in coordination with the program director and the project team
2. Ensure implementation of activities as per AWP and agreed deadlines as well as according to detailed implementation Plan.
3.Support the Program director in establishing, implementing, and monitoring program activities in the field, gathering data, and program progress and challenges
4. Manage and monitor project risks in collaboration with the technical project staff, and Client, identify new risks and update risk frameworks for consideration of the Project management for consideration and decision on possible actions if required.
5. In close cooperation with the Program Director builds and maintains relations with partner organizations, and program beneficiaries to ensure effective program implementation
6. Take and finalize minutes for all meetings, ensuring timely circulation and follow up on action items
7. Assist the Program Director in the drafting and finalizing of donor reports
8. Contribute to the development Technical TORs, technical reports, MOUs, publications and assessments and upon request, to other activities within the area of expertise
9. Share international best practices and lessons learned on community-oriented policing that can be adapted to the context of Palestine, particularly on areas related to developing a Palestinian community-oriented policing model, training and education requirements, community involvement and outreach
10. Provide input during the evaluation on the progress of the project and assist during the development of the new extensions , or proposals
11. Other duties & responsibilities as per the program Director’s request.

Required Skills and Experience
Bachelor’s degree in public policy, Law, Political Science, Governance, or related social science discipline
Master’s degree in public management or public administration (preferred)
At least 3 years of prior general work experience in project management within the rule of law enforcement, security sectors, or criminal justice.
Experience in community policing, or security and justice sectors development (Preferred)
At least 1 year of supervisory or leadership experience
Strong leadership skills and the ability to develop relations with technical staff, operations staff, local counterparts, international organizations/donors, and other stakeholders.
Experience in developing project budgets, log frames, workplans, donor reports, and team schedules.
Strong analytical and problem-solving skills relevant to security sector reform
Previous work experience with INGOs
Fluent in Arabic and English.
