Background Information

Terre des hommes (Tdh) is a leading organization worldwide on child protection, which accumulates over 40 years of experience in the Palestinian context. Tdh aims at contributing to develop and im- prove child protection systems and juvenile and gender justice. Tdh’s strategic plan creates a compre- hensive framework for action that combines axes on operations, advocacy, research and quality and accountability, with a view to creating lasting and meaningful change in the lives of children. The security office operates within TdH team to ensure the safety and security of TdH personnel, operations, and assets in the Gaza Strip, through continuous context monitoring, implementation of safety procedures, and daily support to program and support teams. The position reports directly to the Logistic and Security Manager and plays a key role in maintaining a safe and compliant operating environment.

Specific Responsibilities / Context

Operational Security

  • Monitor and analyze the security situation in Gaza, providing timely updates to the Logistic and Security Manager
  • Support the revision and implementation of the Security Risk Assessment (SRA) and Security Management Plan (SMP)
  • Provide technical support to field teams on safe access, risk mitigation, and incident management
  • Assist in managing incident reports and documenting post-event analysis
  • Contribute to the update of contingency strategies including evacuation, hibernation, and relocation plans
  • In charge of the hibernation kits, first aid kits and trauma kits, ensuring they are continuously up to date and that items are replenished when used or close to expiry
  • Support the revision and implementation of the MOIS and MOSS – minimum operating procedures for infrastructure, premises and area of operations
  • Carry-out monthly evaluations (Minimum Operating Security Standards (MOSS) self-assessment) for premises and areas of operations
  • Ensure compliance with the MOSS and be responsible for First Aid Kits/Trauma Kits and Fire Safety at all Tdh premises and Tdh vehicles
  • Support in sending out alerts in a timely manner to staff
  • Ensure the follow-up of teams’ movements to the field, updates for Humanitarian Notification System (HNS)
  • Support in the creation and implementation of safety and security SOPs
  • Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition
  • Coordinate with OCHA HNS to ensure the deconfliction of all Tdh premises when needed
  • Collect, verify, analyze and report security-related information that affects, or may affect, Tdh operations
  • Coordinate with partners, stakeholders, and other NGOs on security-related issues to identify mutual areas of interest for cooperation/coordination
  • Ensure information sharing with regard to general and specific security and safety aspects for the national team via WhatsApp group, SMS and phone call
  • Track security-related incidents and developments and prepare and submit security reports and trend analyses as required

Compliance and Procedure Oversigh Training

  • Ensure staff compliance with TdH security procedures (SOPs)
  • Supervise access control systems, check-in/check-out procedures, and emergency communication tools (radios, phones, etc.)
  • Coordinate regular emergency drills and awareness campaigns on procedures and protocols
  • Conduct safety briefings for new staff, visitors, and consultants
  • Organize practical training sessions on field safety, incident response, and risk awareness
  • Promote a proactive and inclusive safety culture across both national and international staff.
  • Coordinate security training and drills to enhance the preparedness and response capabilities of personnel.

Movement Safety Coordination & Support to Logistics Office

  • Conduct Area access assessments prior to each field visit
  • Support the Logistics Officer in applying SOPs related to mobility
  • Provide input for weekly Movement Plans, based on risk levels and contextual updates
  • Monitor route safety in real-time and intervene in case of critical changes
  • Support staff training on safe mobility protocols and use of emergency devices
  • Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition
  • Collaborate on updating mobility procedures in response to changing conditions

Coordination and External Engagement

  • Maintain regular contact with local operational partners, and other INGOs for critical information sharing
  • Contribute to monthly security reports to the Logistic and Security Manager and internal stakeholders

Others

  • Undertake other duties as required by the line manager.

Qualifications:

  • Bachelor’s degree in security risk management, International Relations, Business Administration, Political Social Science, Psychology, Military Science, Law Enforcement, or related field is required.
  • Minimum 2 years of experience in security, safety, emergency management and contingency planning.
  • Excellent command of Arabic, and good proficiency in English (spoken and written)
  • Strong analytical and reporting skills, with ability to use digital tools (Office suite, email, dashboards)
  • Proactive attitude, strong interpersonal skills, discretion, and ability to collaborate across departments
  • Valid driver’s license
  • Flexibility and availability to respond during off-hours in case of emergencies or escalations
  • Proficiency with Microsoft Office applications (Word, Excel, PowerPoint);
  • Excellent computer skills (office applications) (preferred)
  • Ability to work and communicate efficiently in English (verbally and in writing) is a pre-requisite.
  • Willingness and ability to travel to Tdh office(s) and activity locations.
  • Strong organizational and planning abilities to manage multiple tasks effectively.
