About the job:

The individual will report directly to the Area manager. Your main duties and responsibilities will be:

INFORMATION & ANALYSIS

  • Under the guidance of the Area Manager, establish or reinforce relations with the representatives of the different local administrative services; municipalities and key stakeholders to support DRC operations. Actively liaise with these stakeholders for both program and training activities as is necessary.
  • Collect, verify, analyze and report Safety-related information that affects, or may affect, DRC operations. This includes leading the local safety context analysis groups and sharing context as required on a continual basis with the AM and country Safety Coordinator. This also includes drafting a weekly context report.
  • Manage alert networks in assigned areas of responsibility
  • Prepare and submit Safety Incident Reports (SIR) and feed into DRC’s Safety Information Management System (SIMS).
  • Contribute to Safety Risk Assessments (SRA), stake holder mapping and trend analysis.
  • Establish a network of contacts and represent DRC at security and coordination meetings and when necessary, actively participate in UN Security Cell meetings within the area of operations.
  • Track security related incidents and developments and provide trend/pattern analysis.

 

Network and Representation

  • Support the Area Manager (AM), Country Security Coordinator (CSC) and Sector Coordinators establish or reinforce relations with the representatives of the different actors and stakeholders, including local administrative services and communities. Actively liaise with these stakeholders for both program and training activities as is necessary.
  • Support with the mapping of actors and DRC access strategies.
  • Support with English-Arabic interpretation, as needed.
  • In the absence of the AM, SCS or Sector Coordinators participate in technical fora, maintaining DRC presence and visibility, and sharing key takeaways with the CO.

 

TRAINING

  • Support the Safety Coordinator in designing, organizing and conducting Safety trainings.
  • Assist in training staff in respective area of operation on safety procedures
  • Help facilitate safety awareness training for local partners in conjunction with the country safety coordinator.

 

SAFETY RISK MANAGEMENT

  • Conduct monthly assessment of the Minimum Operating Safety Standards (MOSS).
  • Draft localized Standard Operating Procedures (SOPs) for Safety Coordinator/AM review
  • Provide Safety briefings to all new and visiting staff in respective area of operation.
  • Ensure that appropriate access controls are in place at DRC facilities.
  • Advise, assist and control the procurement and issue of Safety equipment.
  • Conduct site assessments and advise on mitigation measures.
  • Support Incident Management Team (IMT) should any ongoing safety situation arise.
  • Provide guidance and support to DRC’s local partners and implementing agencies as required.
  • Provide accurate daily information on current areas of operation and ensure the application of deconfliction procedures with security forces.
  • Any other duties related to the nature of the job as directed by the technical supervisor.  
  • Coordinate with the area manager for evacuation to pre-identified locations

About you

To be successful in this role we expect that you possess the following:

Experience and technical competencies: (include years of experience)

  • Minimum 3 years of relevant experience in Safety or liaison operations, with international or local NGOs
  • Proven experience of working flexibly within a diverse team, with the ability to adapt to flexible working hours & able to travel to field sites often, and on short notice, and be available on-call
  • Demonstrated ability to prioritize tasks and meet deadlines
  • Solid critical analytical skills with experience of information gathering and reporting
  • Excellent communications, interpersonal and negotiation skills
  • Strong information technology skills and excellent skills in MS Word, Excel, and PowerPoint.
  • Proven commitment to accountability practices.
  • Stable, moral and robust character who remains calm and works well under pressure.

Preferred qualifications:

  • Some experience in negotiating access for humanitarian or other agencies.
  • Proven experience in carrying out safety or security training

Education: (include certificates, licenses etc.)

  • Tertiary education (Bachelor minimum) in communication, politics, risk or other related field.
  • Informal education, e.g. Safety trainings provided by INGO/UN and documented self-learning, is viewed favorably.

Languages: Fluent in Writing and Speaking

  • English
  • Arabic

Key stakeholders:

  • Internal: Area Manager, Programme and Support teams in Gaza, Safety Coordinator.
  • External: UN Agencies, Municipalities, local partners, safety working groups, partner NGOs.
