Location: One position based in Gaza Office – North Wadi Gaza, and one in Deir al-Balah Office – South Wadi Gaza

Organization Background
Since its establishment in 1991, the Palestinian Housing Council (PHC) has been committed to enhancing housing standards for Palestinian families through sustainable initiatives. PHC strives to ensure that Palestinian families have access to adequate, safe, and affordable housing, particularly for low- and medium-income families.
In times of disaster and conflict, PHC plays a vital role in providing temporary shelter solutions and supporting post-disaster reconstruction efforts. The organization is officially registered as a non-profit entity under registration number (QR\105\SC) with the Palestinian Ministry of Interior.
PHC implements its initiatives across various Palestinian governorates through strategic programs, including:
• Facilitating access to housing finance for medium- and low-income families.
• Upgrading substandard housing units for vulnerable populations.
• Implementing urban planning and development projects.
• Providing temporary shelter and leading reconstruction initiatives during and after emergencies.
Position Summary
The Project Assistant (PA) plays a vital role in supporting the implementation and oversight of field activities related to shelter, site management, and service delivery for displaced populations. Under the direct supervision of the Project Officer, the PA is responsible for overseeing the field team, ensuring quality control of field outputs, and guaranteeing that project activities are executed according to the work plan and aligned with PHC's standards and objectives. This position requires regular field visits and effective coordination with internal and external stakeholders to ensure the successful delivery and impact of the project.
Main Roles & Responsibilities
1. Field Supervision & Output Monitoring
• Supervise and guide field teams to implement project activities according to the approved work plan and timeline.
• Monitor the quality and quantity of outputs, ensuring adherence to project specifications, standards, and safety protocols.
• Validate and report on field team performance and output completion.
• Conduct regular site visits and report findings to the Project Officer.
2. Community Engagement and Accountability
• Engage with displaced communities and local leaders to ensure their participation in project activities and decision-making.
• Ensure that feedback and complaints mechanisms are in place and functional at the community level.
• Promote the inclusion of women, youth, and marginalized groups in all project stages.
3. Coordination and Communication
• Coordinate with local stakeholders, service providers, and other humanitarian actors operating in the field.
• Ensure smooth flow of information between field teams and project management.
• Attend coordination meetings as required and represent the project professionally.
4. Reporting and Documentation
• Collect and compile data from the field for reporting and analysis.
• Contribute to weekly, monthly, and ad-hoc reports with relevant field information.
• Document field activities, challenges, lessons learned, and success stories.
5. Complaint Handling & Feedback
• Assist in implementing and maintaining field-level complaint and feedback mechanisms.
• Ensure timely documentation and referral of complaints and feedback in coordination with the accountability focal points.
6. Administrative and Logistical Support
• Support in logistics coordination, including transportation and material distribution.
• Prepare procurement requests and support tracking of field expenses and inventory.
• Maintain attendance records, activity logs, and archiving of project documentation.

Job Requirements
• Bachelor’s degree in Engineering, Business Administration, or a related field
• At least 3 years of professional experience in humanitarian or development projects.
• Minimum 2 years of field-based experience in shelter, site management, WASH, or infrastructure-related interventions with a local or international NGO’s.
• Demonstrated ability to supervise field teams and ensure technical quality and timely delivery.
• Experience supervising teams and monitoring project implementation.
• Familiarity with displacement contexts and community-based programming.
• Strong organizational, leadership, and interpersonal communication skills.
• Ability to work independently field and as part of a team in a fast-paced environment.
• Proficiency in Microsoft Office (Excel, Word) and digital data collection tools (e.g., Kobo Toolbox).
• Ability to handle multi-tasks in a fast-paced environment.
• Ability to frequently travel to target locations as needed.
• Fluency in Arabic is required; proficiency in English is a strong asset.
