PHC Background:
Since its establishment in 1991, the Palestinian Housing Council (PHC) has been committed to enhancing housing standards for Palestinian families through sustainable initiatives. PHC strives to ensure that Palestinian families have access to adequate, safe, and affordable housing, particularly for low- and medium-income families.
In times of disaster and crises, PHC plays a vital role in providing temporary shelter solutions and supporting post-disaster reconstruction efforts. The organization is officially registered as a non-profit entity under registration number (QR\105\SC) with the Palestinian Ministry of Interior.
PHC implements its initiatives across various Palestinian governorates through strategic programs, including:
• Facilitating access to housing finance for medium- and low-income families.
• Upgrading substandard housing units for vulnerable populations.
• Implementing urban planning and development projects.
• Providing temporary shelter and leading reconstruction initiatives during and after emergencies.
Position Background:
The Field Assistant will support the Project Assistant and assist in the implementation of shelter and site management projects for PHC intervention in Gaza. This position involves supporting needs assessments, helping coordinate project activities, and engaging with communities and stakeholders to ensure effective project delivery. Additionally, the Field Assistant will aid in monitoring, evaluation, accountability, and learning (MEAL) activities, including data collection and feedback mechanisms to enhance project quality.
MAIN ROLES & RESPONSIBILITIES:
1. Needs Assessments and Analysis:
• Support needs assessments in target communities to help identify vulnerabilities, gaps, and priorities for intervention.
• Assist in analyzing assessment findings and contribute to the development of project proposals and plans based on identified needs.
• Help in beneficiary selection according to set criteria.
2. Project Implementation Support:
• Provide daily support for the implementation of Shelter and Site Management projects, ensuring activities align with project plans, timelines, and budgets.
• Assist the Project Assistant with technical support as needed.
• Help liaise with project staff, partners, and stakeholders to coordinate project activities effectively.
• Monitor project progress, identifying challenges, and suggesting solutions to ensure project objectives are met.
• Submit regular progress reports and updates to the Project Assistant.
• Support the monitoring and supervision of day-to-day project activities.
• Build strong relationships with community leaders, local authorities, and other relevant stakeholders to promote project ownership and sustainability.
• Ensure gender and protection considerations throughout the project cycle.
• Work closely with Project support functions (logistics and finance departments) for project supplies and activities planning.
• Ensure all activities follow PHC code of conduct, best practices, and humanitarian principles.
3. Data Collection, MEAL and Reporting:
• Assist in collecting and compiling accurate and timely data related to project activities, outputs, and outcomes.
• Help prepare regular progress reports, case studies, and success stories for internal and external dissemination.
• Participate in regular monitoring visits to project sites to assess progress and ensure adherence to quality standards.
• Assist in integrating beneficiary feedback into project planning and decision-making processes to enhance accountability and responsiveness.
• Perform other job-related tasks as assigned by the management team.

Qualifications and Experience:
• Bachelor's degree in relevant field and related disciplines.
• Minimum of 3 years of experience in humanitarian projects or related fields, with a local or international NGO.
• Basic understanding of project management, including planning, implementation, and monitoring.
• Good analytical and problem-solving skills, with an ability to assist in needs assessments.
• Strong communication and interpersonal skills, with the ability to engage with diverse stakeholders.
• Proficiency in Microsoft Office (Excel, Word) and digital data collection tools (e.g., Kobo Toolbox).
• Ability to handle multi-tasks in a fast-paced environment.
• Ability to frequently travel to target locations as needed.
