DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacitybuilding of both state and nonstate security sector stakeholders.

DCAF's Foundation Council comprises 63 member states, the Canton of Geneva and six permanent observers. Active in over 70 countries, DCAF is internationally recognized as one of the world's leading centres of excellence for security sector governance (SSG) and security sector reform (SSR). DCAF has worked in the oPt since 2005 providing support to institutional development of the security and justice sectors.

Presently DCAF implements a project “Enhancing the delivery of security and justice to all Palestinians (DCAF 2018-2020)” funded by German Federal Foreign Office (GFFO). The project focuses on three main intervention areas: (i) support to public oversight institutions; (ii) provision of improved security and justice focusing, among others, on community safety and implementation of OPCAT and (iii) reforms of legal and policy framework governing the security institutions.

In the framework of this project DCAF engages with variety of partners including the Ministry of Interior, Palestinian Anti-Corruption Commission, Palestinian Authority Security Forces, CSOs, media and other actors. In particular during the Q3 & Q4 period (July – December 2020), the project will focus to a large extent on responding to the situation caused by the Covid-19 crisis, the role played in this context by the security forces and the challenges amplified by this situation. 

For our field office in Ramallah, we are looking for highly dedicated professional to work with us as Project Assistant in support of implementation of this project.

Project Assistant (Project based - 100 %)

Location:       Ramallah, Occupied Palestinian Territory

Starting date: As soon as possible

Duration: Short-term contract until 31 December 2020 with possibility of extension contingent upon availability of funding and positive performance appraisal

THE ROLE

The incumbent will provide operational support to the Ramallah office and specifically she/he will:

  • Support the Head of Office in programme design, implementation, monitoring and evaluation.
  • Draft and prepare reports and documentary project controls for submission.
  • Provide logistical assistance for mission planning and scheduling. 
  • Provide secretariat and archiving support to the Head of Office and project staff. 
  • Organize project meetings and prepare supporting paperwork.
  • Assist in the implementation of the project activities, workshops, roundtables and other events.
  • Conduct research on issues relevant to security and justice sector governance and reform in Palestine to present to senior management in Ramallah Office.
  • Liaise with HQ-based staff on operational and administrative matters including but not limited to identifying and reaching out to experts, coordinating their deployment in support of the programme and ensuring efficient administration of contracts and missions, ensuring payments of international service providers.
  • Develop processes and workflows between Geneva and the Ramallah field office.
  • Support and develop the implementation of a monitoring, evaluation and learning system and ensure that results are integrated with the DCAF results-based management (RBM) process.
  • Support the introduction of procedures and compilation of budget allocation plans and forecasts. 
  • Provide other support as requested by Head of Office.

YOUR EXPERIENCE 

  • Minimum of 2-3 years of prior project management experience in an international context working with NGOs, UN or other organisations;
  • Full proficiency in written and spoken English; 
  • Bachelor’s degree, Master’s degree will be an asset;
  • Substantive experience working in one of the areas: human rights, SSR, rule of law, good governance;
  • Knowledge and understanding of the political dynamics in the Middle East; 
  • Knowledge of Arabic will be an asset;
  • Experience in Monitoring, Evaluation and Learning (MEL) will be an asset; 
  • Proven experience in drafting reports and other documents in English;
  • Strong communication and organisational skills.

Given the current travel restrictions DCAF is looking for candidates who are already based in the the region.

Written English language skills will be tested as part of the selection process.
