The Palestine Techno Park (PTP) is a non-profit organization established in 2016 and is a member of the International Association of Science Parks and Areas of Innovation (IASP), a leading global network for science parks and areas of innovation.

The PTP is seeking energetic talent to fill a full-time Programs Manager position at its temporary office at Birzeit University.
The Programs Manager will handle the design, launch, monitoring and evaluation of the PTP programs. He/She is responsible for delivering the PTP program projects to schedule, budget and quality.
The PTP programs are based on five pillars:
1-Establishing a must-have and essential infrastructure to enable growth and clustering in the technology sector by providing commercial offices services that is culturally rewarding to innovation and technology companies
2-Changing the brand and image of the technology sector to attract foreign direct investment and integrate with global business value chains
3-Supporting technology entrepreneurship programs, launching new technology start-ups, social enterprises and facilitating the development of new products
4-Conducting technology transfer and commercialization activities of research and development whether at universities or industry and take them to markets
5-Bridging the knowledge gap and the gap between private sector & academic in capacity building, technology and innovation
This position will report directly to the PTP CEO. She/he should have experience, knowledge initiative and drive to be a forceful champion in the organization.
Responsibilities include but not limited to:
1-Design and manage annual PTP programs, related strategies and activities plan in alignment to PTP pillars including technology entrepreneurship, technology transfer, foreign direct investment programs
2-Works with in-house staff or contractors to help develop activities necessary for the advancement of the programs and recruitment of membership to PTP programs
3-Launch and execute on project activities that promote the PTP programs
4-Prepare and maintain a plan/road map for delivery of services to clients as per the contracts with clients and Service Level Agreements.
5-Apply technical knowledge of project management, inter-related process stages i.e. initiate, plan, execute, monitor and control and close, and the supporting processes e.g. scope, cost, time, issue, risk, resource, communication, stakeholder management for the PTP projects whether related to the innovation labs; the co-working space and accelerator; the technology transfer related projects; the entrepreneurship and startups support programs
6-Monitors and manages project baseline to ensure activities are occurring as planned - scope, budget and schedule manages variances
7-With the facilities manager, oversee the programs infrastructure such as co-working space, accelerator and innovation labs
8-Oversee the day-to-day operations of the programs and related projects and managing the project contracted staff and technical assistance consultants
9-Exercise excellent stakeholder relationship management skills to successfully lead PTP project teams and project stakeholders
10-Proactively identify risks and issues on projects - leading team to develop risk management and issues management plans
11-Assist in identifying new service opportunities with clients and convert to revenue streams
12-Assist CEO in fundraising for the project with different stakeholders
13-May perform other duties as assigned

We are looking for a candidate with a minimum of Bachelor’s degree in Technology related discipline and at least 7 years of increasingly responsible experience in the field of innovation and technology project management.
The candidate should have strong analytic, excellent problem solving skills and ability to handle stress and meet deadline; proficiency with MS software products; ability to work independently with minimal supervision and at the same time work with teams; excellent interpersonal skills with strong negotiation and writing skills; ability to implement strategies; be quick in decision-making to manage and meet sponsors and customer needs.

Furthermore, the candidate we’re looking for must be technology savvy, sense of business and a wide world view.
She/he must have an understanding and appreciation of the creative, innovation and startup development process with competency in planning, estimation, scheduling and planning as well as execution. She/he must be proficient in technology project management methodology, tools and templates, experienced in resource management.
