Programme Officer
The NGO Development Center (NDC) is a non-profit Palestinian organization whose main function is to empower non-governmental organizations (NGOs) to respond to the needs of the poor and marginalized. NDC provides a distinctive combination of direct grants to NGOs, to help them perform with improved quality and outcomes, while increasing access to services by the most vulnerable.
NDC is seeking a proactive and skilled Programme Officer to join its team at the main office in Al-Ram. The role involves managing a portfolio of NGOs projects across the West Bank, providing protection and empowerment services to women and persons with disability. The successful candidate will have direct engagement with the NGOs providing them with technical and operational support throughout the programme cycle, including proposal development, grant management, monitoring and field visits, reporting, and coordination.
Key Responsibilities
- Develop annual work plans and budgets in collaboration with the NDC team and partner NGOs.
- Provide guidance to partner organizations on programme implementation, policies, and compliance requirements.
- Communicate the funding application process, including eligibility criteria and submission guidelines.
- Organize planning workshops and information sessions to support proposal development and partner engagement.
- Conduct field and full appraisal of grant applications submitted to the NDC for funding and provide recommendations to the Technical Assessment Committee.
- Prepare and manage grant agreements with implementing partner NGOs.
- Monitor sub-grant implementation, ensuring alignment with programme objectives, work plans, budgets, procurement plans, and projected outputs
- Conduct field visits and document lessons learned throughout the implementation process.
- Coordinate with the different grants’ recipients, organize workshops, meetings and forums for exchange of experience and expertise.
- Review partner reports, track expenditures, and coordinate payments with the finance team.
- Process and update on a regular basis the projects data on the NDC Project Management Information System.
- Prepare periodic progress reports, in coordination with the other team members, and assist in drafting the annual and end of phase reports.
- Assume any other related activities as requested by the Senior Programme Officer.

Qualifications and Professional Experience
- Bachelor’s degree in public/business administration, development, or a related field, with at least 5 years of experience working with civil society organizations in a comparable environment.
- Strong understanding of the NGO sector and the broader development landscape.
- Similar experience in coordinating protection projects and projects providing economic support to women and persons with disability.
- Proven expertise in facilitation, project cycle management, monitoring, supervision, and managing bids and contracts, with the ability to coordinate multiple projects effectively.
- Excellent interpersonal, influencing, and communication skills; capable of engaging diverse stakeholders and producing high-quality analytical reports.
- Excellent command of English and Arabic languages.
- Valid driving license and willingness to travel as needed.
- Access to Jerusalem is an advantage.
