NRC in Palestine

In Palestine, NRC provides humanitarian assistance and promotes respect for international law in one of the longest-running displacement crises in modern history. In the West Bank, including East Jerusalem, and Gaza, NRC’s work includes emergency preparedness and response, education, ICLA, protection, shelter and WASH.

The Monitoring and Evaluation Officer is responsible for carrying out all related activities in Gaza, in cooperation with program teams.

Specific responsibilities

 

  1. Support M&E Coordinator in developing a country M&E plan for NRC Palestine.
  2. Design and develop M&E framework, tools and systems for Gaza programs in compliance with NRC M&E country strategy.
  3. Develop project logframes together with project teams.
  4. Ensure that grants are following NRC guidance and standards in data management and archiving.
  5. Ensure that data is collected and recorded ethically and within the remits of NRC policy on confidentiality and consent.
  6. Provide support to learning activities with country programme teams in Gaza.
  7. Carry out internal learning and baseline studies of programs’ activities and quarterly reviews with guidance and support from the M&E coordinator.
  8. Provide all necessary and accurate M&E data and analysis for internal and external reporting in a timely manner.
  9. Provide trainings to programme staff on monitoring tools, skills and data collection methodologies as appropriate including needs analysis of team.
  10. Ensure data accuracy and validation.
  11. Conduct regular field visits and spot checks to the projects’ activities and report to the MEC, PDM, and HoPO on main observations.
  12. Ensure that project learning is recorded and capitalized in future projects.
  13. Develop personal monthly work plan and contribute to teamwork planning.
  14. Coordinate with departments of NRC to produce reports to donors, regional and HQ office, research, data and information.
  15. Analyze project information and providing recommendations for research and trends and gaps in information relevant to NRC programmes.
  16. Keep accurate records of assessment, reports, activities and participation.
  17. Liaise with beneficiaries to assess programs’ relevance and shortcomings
  18. Work closely with CC to revise and draft indicator definitions
  19. Amending and drafting ICLA output and outcome indicator definitions with the PDM, PCs, and MEC.
  20. Revision of data reported in NRC Global Output & Outcome (GoRs) on monthly basis, including creating an entry (Data Configuration) for new projects.
  21. Assist in selecting SMART indicators in new proposals.
  22. Hold monthly calls to beneficiaries who received legal counselling services.
  23. Undertake any other reasonable task assigned by management.

متطلبات الوظيفة

Our Ideal Candidate must have:

  • Experience working as M&E Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Intermediate English language skills
  • Computer literacy
  • Relevant tertiary qualification
  • 3 years’ relevant experience, preferably in M&E
  • Fluency in verbal and written Arabic
  • God communication and interpersonal skills
  • Strong organizational and team working skills
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector
  • Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)
  • Training and adult education skills

In this position, you will join a highly motivated and experienced team making a difference for vulnerable people in one of the world's most complex humanitarian crisis.

Additional Information:

Contract duration: 12 months

Working hours: 40 hours/week, Sun-Thu (5 days per week)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Gaza (open to Gaza residents only)

Start Date: ASAP
