Role and responsibilities

The ICLA Technical Officer is responsible for overseeing the quality and effectiveness of ICLA technical activities and programming. This role requires in-depth legal expertise in Housing, Land, and Property (HLP) rights, legal identity, and civil documentation within the legal frameworks.

The following is a brief description of the role.

Generic responsibilities 

1. Ensure compliance with NRC policies, guidelines and standards

2. Ensure compliance with CC strategy, tools, handbooks, guidelines and standards

3. Specific technical responsibility for implementation of technical activities of ICLA project(s)

4. Specific technical responsibility for tracking of financial expenditures for technical activities of ICLA project(s)

5. Specific technical responsibility for the quality control and monitoring of project activities

6. Specific technical responsibility for project documentation of technical activities of ICLA project(s)

7. Provide specific technical support and capacity building towards project staff

8. Assess, promote and document ideas for technical improvement and further program development options

9. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist

10. Conduct quality control and provide technical support to implementing partners and/or contactors

Specific responsibilities 

• Provision of legal information, counselling and assistance, technical and legal support and policy advice on Housing Land Property (HLP), Legal Identity and Civil Documentation, and Access to Services, and other legal protection issues as pertinent to ICLA response, to ICLA team members, partners, project participants and other stakeholders.
• Monitoring and analysis of relevant policy, procedures and practice for obtaining civil and legal identity documentation, and access to HLP rights, particularly women’s HLP rights, and identifying changes, trends, gaps, barriers and consequences to be documented in regular reports and updates.  
• Regular updates of ICLA materials and capacity building of ICLA team members, partners and other stakeholders to ensure the quality, timeliness and relevance of information, counselling and assistance activities.
• Oversight of the content and quality of legal information, counselling and assistance services provided by NRC and its implementing partners.
• Contribute to the management of ICLA’s partners and consultants by drafting project and procurement documentation, monitoring, and assessing performance and ensuring proper reporting, including data entry into MIS and filing of documents. 
• Any other task assigned by management.
• Legal research and outreach activities organized and/or attended by NRC and cooperating, as relevant with other NRC Core Competencies and units to develop an integrated response to the project participants’ needs.
• Compile narrative and statistical reports in the respective formats including collection and processing of ICLA data and ensuring regular monitoring and check-up of the entered data with actual reports.
• Ensuring proper documentation and filing of documents (preparation of PRs, movements, payments, invoices, monthly reports).
