Médecins du Monde (MdM) France is an international medical organization, which has been present in the Palestinian territory since 1995. It operates in the Gaza Strip and the West Bank (WB) through offices located in Jerusalem, Bir Zeit, and Nablus.

MdM is currently looking for a qualified candidate to fill the position of  Humanitarian Access and Risk Officer  West Bank  based in Nablus  with regular field visits.

EMPLOYMENT CONDITIONS:

MAIN RESPONSIBILITIES

The Humanitarian Access and Risk Officer (HARO)-West Bank (WB) is responsible for supporting the implementation of safety and security policies at WB level. S/he ensures that MdM operations are carried out in a safe environment and in accordance with MdM’s security protocols.

MAIN TASKS AND RESPONSABILITIES:

  1. Context Monitoring and Risk Analysis
  • Monitor the local security context through regular information gathering from field focal points, partners, and communities.
  • Share timely alerts and verified information with the Field Coordinator and HARA.
  • Produce weekly recaps and short analyses covering key areas of intervention.
  1. Implementation of Safety and Security Standards
  • Support security / safety assessments of MdM offices, guesthouses, and operational sites (existing or prospective).
  • Support the department concerned to purpose mitigation measures & ensure minimum safety standards (e.g., fire safety, first aid, physical security).
  • Regularly inspect with the logistician contingency stocks (hibernation kits, medical kits, fire extinguishers, food/water stocks, etc.) and ensure they are complete, functional, and accessible.
  • Support the update and dissemination of base security documents (risk analysis, actors’ mapping, base security rules, contingency plans, contact lists, etc.).
  • Ensure staff comply with security rules and report any breaches to the HARA and Field Coordinator.
  1. Communication Systems & Readiness
  • Ensure with the logistic manager that all communication systems are functional, appropriate to the context, charged, and accessible at all times.
  • Conduct regular tests of base communication systems and report any malfunction to the Fieldco and HARA.
  • With the Logistic Manager, support staff in the use of communication devices and ensure training when needed.
  • Monitor proper use of communication protocols during staff movements and emergency drills.
  1. External Liaison & Representation
  • Act as the main contact for local authorities, community representatives, and security actors (e.g., police, military, local elders) at base level & our different sites surrounding.
  • Maintain and regularly update a contact list of external stakeholders and share with relevant coordination teams.
  • Participate in security coordination meetings (e.g., INSO) and share minutes upon request from Fieldco or HARA
  • Build and maintain relationships that facilitate access and acceptance in MdM’s areas of operation.
  1. Briefings, Trainings & Awareness
  • Deliver security briefings to new staff, visitors, and partners based in or visiting the base.
  • Develop and maintain briefing materials (e.g., PPTs for national and international staff) at base level.
  • Organize thematic trainings or awareness sessions on basic safety, SOPs…
  • Monitor the enforcement of security protocols in the field and provide regular feedback to Fieldco and HARA.
  1. Movement / Cross-border
  • Assesses the safety of sites / road before each departure, informs the FieldCo and HARA.
  • Alerts and collaborates with the FieldCo in the event of an incident / access difficulties.
  • Takes part in movements to assess sites and develop access.
  • Main focal point with the FieldCo for the IN/ OUT cross borders in Jordan.
  1. Incident Management & Incident Reporting
  • Actively support incident management in WB in collaboration with the Field Coordinator and HARA.
  • Draft and submit incident reports (IRs) throw our platform (SYRIL) and contribute to after-action reviews.
  • Ensure staff are aware of contingency plans and ready to respond appropriately in case of emergency.
  • Participate in simulation exercises and ensure that contingency procedures are tested and known by base staff.

CONDITIONS OF THE JOB:

Position based in Nablus. Regular field visits to MdM areas of intervention ( WB) and to other MdM offices inlcuding Bir Zeit on a weekly basis.

The HARO is expected to be on duty some weekends (rotation amongst the team) with time compensation applicable as per MdM policy.

SKILLS REQUIRED:

Mandatory :

  • Bachelor’s degree in political science or any  related field .
  • At least 2 years in similar position.
  • Languages:
    • Fluent in English
    • Native Arabic, or fluent

Desirable :

  • working 1 - 2 years with international NGOs in high-risk humanitarian contexts (operational, logistical or security position) .
  • Study or training in security and safety management is an asset (i.e.: HEAT training).
  • Risk , crisis , and stress analysis Management

Skills

  • Technical:
    • Knowledge of security management methodologies and tools for humanitarian missions.
    • Knowledge of telecommunications rules and tools, vehicle management and building security.
    • Identify, analyze, and describe a security context and rationalize security rules.
    • Incident management.
    • Create and develop a security network.
    • Conduct security training.
  • IT:
    • Mastery of Office 365.
    • Mastery of SharePoint/cloud systems.
    • Use of tracking and mapping mobile applications.
    • VHF radio system setup and training of users.
    • Data protection methods.
  • Mapping software: ArcGIS, QGIS, or any other mapping tool Soft Skills: 
    • Good teamwork skills, good interpersonal skills.
    • Sense of initiative and confidentiality.
    • Rigor and organizational skills.
