Consortium Partnership Coordinator-Jerusalem (Nationals only)

Roles and responsibilities

The West Bank Consortium Partnership Coordinator supports the quality development and management of West Bank Protection Consortium (Consortium) grants, including coordinating the development of budgets, financial reporting and donor audits. The Consortium Partnership Coordinator will ensure Consortium international partners comply with the rules and regulations of Consortium donors and monitor Consortium international partners’ implementation of budgets. The Consortium Partnership Coordinator will assist the Consortium Chief of Party with donor proposals and reporting.

Generic responsibilities
  1. Ensure adherence with NRC and Consortium policies, tools, handbooks and guidelines
  2. Implement delegated partnership and grant management activities according to the agreed work-plan
  3. Prepare and develop status reports as required by management and Consortium partners
  4. Ensure proper filing of documents
  5. Promote and share ideas for technical improvement within the Consortium secretariat and among Consortium partners 
Any other tasks required by management
Specific responsibilities
  1. Support the Consortium Chief of Party and Partner focal points in preparation, development and revision of new proposals, budgets and donor reports.
  2. Provide technical support and training to Consortium partners’ finance and grants focal points to ensure they are compliant with donor rules and regulations, including regular visits to Consortium partners’ offices.
  3. Chair the Consortium Finance Working Group, including facilitating monthly meetings.  
  4. Maintain overview of all Consortium grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents.
  5. Develop and review partnership agreements for international partners and ensure agreements are aligned with donor requirements.
  6. Coordinate audits of Consortium grants, including engagement with auditors on behalf of NRC and partners and supporting partners during the audit process and to respond to audit findings.   
  7. Maintain and update the Consortium grants trackers and reporting calendar with regular follow-up.
  8. Ensure that NRC’s and donor’s rules and regulations are adhered to by Consortium and NRC Partners.
  9. Collect vouchers from Consortium Partners, revise financial reports and documentation as well as making sure they are consistent and in accordance with NRC’s and donors’ rules and regulations.
  10. Prepare partners tracking sheet, including payments to Consortium Partners.
  11. Prepare Partners payment requests and instalments.
  12. Ensure Implementing Partners Compliance and Due Diligence, including Vetting and Screening.

  • Bachelor’s Degree in Administration, Project Management, Finance or other relevant academic background
  • Previous experience/understanding of working in complex and volatile contexts
  • Minimum 3 years of relevant experience at position level in working with partners and grants.
  • Fluency in English, both written and verbal
Context/ Specific skills, knowledge and experience:
  • Very good communication, negotiation and presentation skills
  • Budgeting and financial reporting skills
  • Report writing
  • Proposal writing skills
  • knowledge of main institutional donors
