The Opportunity – Children Affected by Conflict (CAAC) Specialist

The Children Affected by Conflict (CAAC) Specialist and under the leadership, supervision and support of the Child Protection /CPiE Advisor will contribute to the development of the Save the Children (SCI) oPt CAAC strategy in order to prevent, monitor and respond to grave violations against children and protection-related incidents affecting children in all areas. To this end, the post holder will contribute to strengthens the programming, advocacy and monitoring, evaluation, research and learning on Children and Armed Conflict (CAAC), and ensure an integrated multi-sectoral approach through this strategy. The post holder also will be contributing to strengthening SCI Monitoring and Reporting on the Grave Violations and other serious rights violations against Children, including inputs into the UN-led CAAC reporting mechanism and more specifically the national CAAC Incidents Reporting Mechanism. The CAAC Specialist will be responsible for coordinating the process of monitoring and reporting grave violations including the education related violations with the CAAC partner organizations, the Education Cluster and other UN agencies including OCHA.
The CAAC specialist will be responsible for providing technical inputs, guidance and support to SC partners’ including staff capacity development in CAAC specific themes and keeping up to date with initiatives and developments in the field and to support the planning and the implementation of any CAAC activities within Country Office (CO) and Field Offices (FOs). The post holder is responsible for promoting best practice and supporting the alignment of the CAAC programme with the global Child Protection Thematic Strategy and SCI Protecting Children in Conflict (PCIC) Strategy and Centenary Commitment, Save the Children and Inter Agency principles, priorities and standards. The post holder will play the leading role in information management around CAAC-relat ed issues in-country, and will ensure a regular flow of briefings, analysis, or data as required. This role requires the post holder to also work as necessary, in an emergency, and humanitarian context.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: under the leadership and supervision of the Child Protection/CPiE Advisor the post holder will contribute to strengthen the coordination with the Child Protection, Advocacy and CAAC Stakeholders and the Education and Protection Clusters, Working and Thematic Groups
The post holder will coordinate with the Child Protection, Child Right Governance (CRG), Monitoring, Evaluation, Accountability and Learning (MEAL), Education and Policy, Advocacy and Communications (PAC) team members to ensure the cohesiveness of the oPt CAAC Strategy.
The oPt Country Office (CO) operates in a highly complex country, with multi-member interest, an annual budget of $10 – 15m, and approximately 70 staff members.
KEY AREAS OF ACCOUNTABILITY:
The incumbent and with the support and leadership of the Child Protection/CPiE Advisor will contribute strengthening the representati on of SCI at key country level fora and will be expected to contribute to the Strategic Thinking of the CAAC strategy, programming, and monitoring/evaluation. Through partnership development with other key actors in CAAC sector, the post holder will support and contribute to the establishment of sustainable and strategic collaborative initiatives allowing to maintain high quality of CAAC interventions in oPt.
Key Area 1- CAAC incidents Monitoring and Reporting mechanisms based on SCI Monitoring and Reporting System and the UN broader led CAAC Monitoring:
Contribute to the strengthening and extending the quality CAAC incident reporting System for Education-related violations, protection incidents, and other grave violations, in line with SC oPt’s Protecting Children in Conflict “ PCIC” strategy and Action Plan.
• Responsible for providing ongoing technical assistance to monitoring and reporting partners and field workers on any new monitoring and reporting mechanism.
• Support the design of field based reporting databases and reporting tools,
• Provide technical assistance to partners to utilize the reporting systems appropriately. Suggest adjustments to systems and tools as necessary.
• Responsible for coordinating the process of monitoring and reporting education related violations from partner organizations including Ministry of Education and Higher Education (MEHE) and UNRWA.
• Responsible for working closely with MEHE field follow up staff to support their monthly reporting,
• Coordinate with Gaza partners on CAAC reporting and ensure regular communications with focal points.
• Participate effectively with the MEAL team in any CAAC related meetings such as and not limited to CAAC Working Group, CPWG, education cluster – as a technical backstop, Settlers task force, Silwan task force, MEHE meetings.
• Support the engagement of new partners in the monitoring and reporting system in coordination with the education cluster.
• Support the implementation of CAAC Reporting activities within SCI ongoing and planned projects including providing trainings for staff, implementing partners, and communities.
• Ensure the monitori ng and reporting mechanism links to and triggers timely and effective response.
• In close collaboration with advocacy colleagues, proactively support the SCI country office advocacy strategy in its areas addressing CAAC and assist with provision of up-to-date information as requested by the Country Director (CD), Director of PDQ and the (PAC Senior Manager)
Key Area 2: Programme planning, strategy and programme quality
• Support and contribute to the strategic direction and leadership for the country office CAAC portfolio and inputs into the Protecting Children in Conflict centenary commitment, and play a significant role in defining strategies, plans and results, aligning programs with SC global strategies, global themes, breakthroughs and standards, including the Minimum Standards for Child Protection in Humanitarian action.
• Support and oversight to the country programmes and programme teams to ens ure that CAAC thematic programme components are based on regular situation/conflict analysis, technically sound, integrate innovation and best practice, implementation methods are consistent with national strategies (notably the PCIC Strategy), acknowledged good practice and are likely to achieve scale, as well as equitable and sustainable results.
• Work closely with the country level advocacy teams to feed in priority CAAC related themes
• Coordinate and cooperate with national technical advisors and surge teams during emergencies; ensure technical integrity and linkages across key clusters and working groups (Education, Child Protection, Mental Health & Psychosocial Support (MHPSS).
• With the support of the CP /CPiE leverage and liaise with CAAC technical assistance from Save the Children members, local, regional and international partners, networks and coalitions.
• Under the leadership of the CP/CPiE Advisor to support and contribute to the Development and expansion of SCI’s role in CAAC reporting and advocacy in the region in collaboration with the PAC Senior Manager, relevant Technical Advisor(s) TA(s), the Region Office (RO) CAAC TA and external partners.
• In collaboration with Country Office (CO) and the Regional team, support the development of high-quality CAAC related proposals.
• Provide input in producing CAAC case studies, success stories and promote learning across organization.
• Ensure that CO lessons and operational realities contribute to regional and global level technical thought leadership, advocacy, Common Approaches & standard setting.
Key area 3: Technical Capacity and Partnership
• Support the identification, assessment, selection and development of CAAC technical capacity of implementing and strategic partners, particularly those involved in the Monitoring and Reporting Mechanism “MRM”.
• Establish key partnerships with other CAAC actors (UNICEF, CAAC working group, Geneva call, etc.),
• Review program reports and measures to ensure high standards and quality in CAAC programming and MRM.
• Support technical CAAC capacity of partners’ staff; access to training and opportunities for learning also Child Affected by Armed Forces and Armed Groups “CAAFAG” and CAAC.
• Support and encourage staff across thematic areas to strengthen knowledge and understanding of CAAC interventions and integrate CAAC activities into thematic programming.
Key area 4: Support Humanitarian response and CAAC-related coordination
• In coordination with the Emergency Response Team, maintain consistent and coherent CAAC engagement in key emergency responses and coordination mechanisms.
• Support the response team to conduct CAAC sectorial and cross-sectorial assessments using SCI assessment processes and tools and help coordinate the response with other SC thematic areas.
• Conduct trends analysis and oversee knowledge management based on findings regarding the needs of all children, girls and boys.
• Establish and maintain strong relationships in relation to CAAC interventions with government ministries, UN agencies and civil society organisations.
• Provide technical expertise in the development of CAAC strategies within inter-agency coordination forums, ensuring the protection needs of all children, gir ls and boys, are being addressed.
• Represent SCI at technical CAAC, children associated with armed groups and forces (CAAFAG), MRM regional working group meetings, and other relevant forums and liaise closely with relevant authorities at subnational and national levels
Key area 5: Administrative and budget:
• Support budget preparation in collaboration with Finance and Awards teams.
Support the monitoring of expenditure on CAAC initiatives and components.

In order to be successful you will bring/have:
• University degree in Social Science, Human rights Law, Development Studies, Gender Studies or any other related field.
EXPERIENCE AND SKILLS
• Minimum 5 years of experience in Human or child rights and/or child protection within humanitarian or development sector,
• Proven experience in communications and documentation in humanitarian or development sector.
• Minimum 5 years of experience in data collection, analysis applications (STAT, SPSS, EXCEL, Access).
• Excellent in Microsoft Office applications.
• Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children affected by conflict
• Demonstrated programme design, monitoring and evaluation skills.
• Excellent oral and written communications skills both in English and Arabic.
• Strong organizational skills.
• Good team player and strong interpersonal skills. < br /> • Ability to work under pressure and meet deadlines.
• A flexible and initiative-taking, proactive attitude with the ability to manage and prioritise an unpredictable workload.
