Technical Manager
Overview: USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning.
MCGL seeks a Technical Manager for a USAID funded program in East Jerusalem, the East Jerusalem Hospital Network (EJHN). The Technical Manager will work on supporting the implementation of the activity plan for the MCGL-EJHN for designated health facilities. The role involves leading the technical design and implementation of clinical capacity-building and health systems strengthening initiatives across EJHN hospitals, ensuring alignment with USAID guidelines and project goals. It includes providing technical oversight, collaborating with stakeholders, supervising staff, and guiding clinical training while integrating quality standards. Additionally, the position supports monitoring progress, developing SOPs and training tools, and contributing to knowledge sharing, reporting, and stakeholder engagement.
EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem
Responsibilities
- Lead the technical design, planning, and execution of clinical capacity-building and health systems strengthening interventions across EJHN hospitals.
- Build close working relationships with other partners and present the project for stakeholder as needed.
- In collaboration with the project team, they provide technical input on the project work for scope, schedule, and projected budget expenses.
- Provide technical contributions of potential subgrantees/subcontractors, including defining scopes of work in coordination with the project team.
- Supervise the Capacity Building Officer ensuring coordination and alignment of their work plans and deliverables.
- Collaborate closely with the Quality Improvement Specialist and Procurement Team to integrate clinical quality standards and continuous improvement processes across all project-supported activities.
- Guide on-site clinical trainings focused on life saving activities i.e. emergency, ICU, neonatal, dialysis, oncology, and geriatric services.
- Oversee technical processes, ensuring adherence to USAID guidelines and hospital readiness requirements.
- Coordinate with hospital leadership and key stakeholders to tailor interventions to facility-specific needs while aligning with project objectives.
- Support the development and rollout of SOPs, training packages, and monitoring tools that promote evidence-based and context-appropriate practices.
- Participate in Technical Working Groups, stakeholder consultations, and inter-hospital planning sessions.
- Contribute to reporting, documentation of best practices, and preparation of donor deliverables, including success stories and technical briefs.
- Monitor technical progress, identify gaps, and recommend course corrections based on field-level realities.
- Support knowledge sharing across facilities and contribute to the project's learning agenda.
- Perform other related duties as assigned by the Project Director.

Required Qualifications:
- Master’s degree in clinical field, Health Management, or Public Health, is preferred.
- Bachelor’s degree in medicine or nursing is required.
- Minimum of 7 years of experience in clinical and hospital-based care with a preferred focus on ICU, emergency, pediatric, or nephrology services is desired.
- At least 3 years of experience in technical leadership role on international health projects; USAID experience strongly preferred.
- Proven experience in supervising multidisciplinary teams, managing performance, and delivering results under donor-funded initiatives.
- Familiarity with the East Jerusalem health systems and reporting structure desired.
- Fluent in Arabic and English; knowledge of Hebrew is an asset.
- Excellent planning, facilitation, and interpersonal skills.
- Familiarity with USAID-funded project implementation, reporting, and compliance requirements.
- Demonstrated ability in working and collaborating with a wide range of local and international partner organizations
Preferred Skills and Attributes:
- Leadership postgraduate training.
- Deep understanding of clinical SOPs, and hospital quality improvement systems.
- Strong organizational, communication, and stakeholder engagement skills.
- Proficient in Microsoft Office, SPSS, and project tracking tools.
- Ability to work independently, manage competing priorities, and foster collaborative problem-solving.
