Purpose of the Position:
The purpose of this position is to provide technical guidance and support on strategic actions required for effective health system recovery, offering clear direction to national health authorities, WHO, and health sector partners on implementing a structured and operational approach to rebuilding resilient national and local health systems. The role includes active participation in and support to recovery coordination mechanisms, particularly the Recovery Technical Working Group under the Gaza Health Cluster, while fostering linkages with multisectoral recovery efforts. Additionally, the position aims to facilitate collaboration between humanitarian and development actors by promoting a Humanitarian-Development-Peace Nexus (HDPN) approach to accelerate and sustain the recovery process.
Organizational context:
Under the supervision of the Health System Recovery Technical Officer and the overall leadership of the Health System Team Lead, and in close collaboration with the WHE team in Gaza, this role supports WHO, the Ministry of Health, and health sector partners in driving the post-escalation health system transition and recovery process. Key responsibilities include contributing to assessment, planning, resource mobilization, implementation, and monitoring and evaluation. The overarching goal is to rebuild a resilient health system capable of withstanding future emergencies while advancing universal health coverage and health security.
Major Duties and Responsibilities
The incumbent will perform the following duties:
Early Recovery and Building Back Better: Support early recovery and promote the "building back better" approach by contributing to formal, government-led recovery assessment and planning processes. Assist in integrating early recovery activities during the emergency response phase while advancing strategies for long-term recovery. Provide technical guidance on embedding resilience into recovery planning and contribute to key recovery documents, including proposal development, in close coordination with health authorities, the Gaza WHE team, and other relevant stakeholders and partners.
Assessment and Planning: Provide action-oriented guidance to stakeholders, including implementing partners, throughout the health systems recovery process in emergency contexts. Facilitate structured processes for assessment, planning, implementation, monitoring, and evaluation. Contribute to recovery assessments and guide the development of recovery action plans that incorporate robust key performance indicators and align with available resources.
Data and Analysis: Develop collaboration protocols and agreements to enable joint collection, analysis, and sharing of data among actors and stakeholders. Adapt damage, loss, and needs assessment tools to the national context and specific types of disaster or emergency, ensuring alignment with the broader conflict recovery framework.
Capacity Building and Training: Design, lead, and support capacity-building initiatives to strengthen the ability of WHO, the Ministry of Health, and key partners to implement recovery plans and processes effectively. Provide tailored training and technical support to enhance institutional and operational recovery capabilities.
Monitoring and Evaluation: Develop and implement mechanisms to monitor recovery progress, including the creation of key performance indicators, work plans, and budgets aligned with the overall recovery strategy. Ensure that recovery efforts are tracked, evaluated, and adjusted to meet evolving needs.
