Project Financial Officer
BACKGROUND:
the Jerusalem Human Rights Consortium (JHRC), led by the Society of Saint Yves/The Catholic Centre for Human Rights and co-implemented by the Jerusalem Legal Aid Centre (JLAC), Women’s Centre for Legal Aid and Counselling (WCLAC), Arab Centre for Alternative Planning (ACAP) and the EuroMed Rights network aims to collectively challenge the systemic injustices and entrenched biases present in the Israeli legal system that perpetuate inequality, ensuring fair treatment and respect for basic rights following international conventions related to occupation, upholding and reinforcing the rule of law and accountability for human rights abuses and violations against Palestinians. The collective capacities and expertise of the JHRC will provide comprehensive and inclusive legal aid support, including pro bono legal services, legal counselling, advocacy, and raising awareness for Palestinian men and women in East Jerusalem. The overall objective is to protect and support marginalized Palestinian communities in EJ, enhance their resilience, prevent forcible transfer, and empower them to maintain their residency status and access their rights
The action spans 42 months, covering East Jerusalem, and involves partnerships with local & international stakeholders. The financial officer will ensure sound financial management, organization, coordination and compliance with donor requirements.
Purpose of the Position:
The Financial Officer is responsible for supporting day-to-day financial operations, maintaining accurate records, and ensuring compliance with internal financial policies and donor regulations. The role also includes assisting in financial reporting, budget monitoring, and audit preparations.
Key Responsibilities:
Financial Operations
Accounting and Internal Controls
- Process payments, reimbursements, and all project transactions in accordance with donor and internal procedures.
- Maintain and perform regular reconciliations.
- Ensure that all financial transactions and accurate, well recorded and supported by appropriate supported documents.
Reporting (Accounting and Record keeping)
- Enter financial data into accounting systems (e.g., Bisan System, Excel).
- Ensure proper filing and achieving financial records.
- Assist in monthly bank and cash reconciliations.
- Maintain and update asset and inventory registers.
Reporting Procurement and Compliance
- Assist in the preparation of monthly, quarterly, and annual financial reports.
- Support the preparation of donor financial reports in coordination with the Finance Manager.
- Ensure compliance with donor financial rules and internal policies.
- Assist in preparing for internal and external audits.
- Implement procurement processes for compliance with financial policies and donor regulations.
- Support procurement planning and financial verification of procurement documents.
Budget Support
- Support the Project Director & Finance Manager in monitoring project budget implementation.
- Alert the Project Director & Finance Manager to any significant budget variances.
- Provide financial data to project staff for planning and reporting purposes.

Qualifications and Experience
Education:
- University degree in Finance, Accounting, Business Administration, or a related field.
Experience:
- At least 5 years of experience in financial operations, preferably in the NGO sector or donor-funded projects including EU funded projects.
- Proven experience in managing EU/UN -funded projects is highly desirable.
- Experience with financial systems and tools (e.g., Bisan, QuickBooks, SAP, or other ERP systems).
Skills and Competencies:
- Ability to work both independently and as part of a team and partners.
- Strong understanding of financial procedures and reporting.
- High level of accuracy and attention to detail.
- Creative, proactive, and able to work under pressure.
- Analytical and problem-solving skills.
- Excellent communication and reporting skills.
- Proficiency in MS Office, particularly Excel.
- Fluency in Arabic + English language +Hebrew language.
Timeframe: The position is expected to start by August 1st, 2025. The duration of action is 42 months.
Location: The position is based in East Jerusalem and expected to have a Jerusalem ID and able to occasionally travel to field offices or partner sites.
