Project Finance Accountant
TERMS OF REFERENCE
Background
Medical Aid for Palestinians (MAP), In partnership with Art to Heart is seeking to contract a part-time Project Finance Accountant(consultant) to support financial management and capacity strengthening of local partners under ongoing and upcoming donor-funded projects. This consultancy contributes to MAP’s broader mission to enhance community health, accountability, and resilience through transparent financial practices and system strengthening

About Art to Heart
Established in 2019, Art to Heart is a Palestinian non-profit organization that aims to transform lives and promote social change and social and economic empowerment through engagement in the arts. Based in Nablus, the organization is guided by a strong belief in art as a powerful and effective means through which to enhance the lives of people with disabilities by empowering them and encouraging self-expression, challenging stereotypes, and advocating for the rights of those at greatest risk of social isolation.
Objective
To provide high-quality financial support and technical guidance in alignment with MAP’s internal procedures and donor requirements, ensuring strong financial oversight, reporting, and documentation across project activities in Palestine
Scope of Work
The consultant will be responsible for the following tasks
Manage and record project-related financial transactions in line with MAP’s accounting framework
Support in the Preparation of monthly, quarterly and final financial reports ensuring accuracy and timeliness
Assist in donor financial compliance checks, audits, and documentation reviews
Monitor partner or on the job coaching to partner staff to enhance their capacity in budgeting, financial tracking, and reporting
Maintain digital and physical archiving systems for financial documents, ensuring secure, organized, and accessible storage
Contribute to procurement compliance reviews and cost analyses
Participate in financial spot checks and field visits when necessary
Deliverables
Periodic financial reports with complete supporting documentation
Financial reconciliation reports and expenditure breakdown by cost category and donor requirements. accounts and expenditure statements
Risk based financial compliance checklists and audit preparation materials
Capacity-building reports outlining engagement with partner organizations
Contributions to financial inputs in procurement, Due Diligence, and budget realignments

Job Requirements
Bachelor’s degree in Accounting or Finance, or related field (master’s preferred)
Minimum of 5 years of relevant NGO financial management experience, including budgeting, donor compliance and audit support
Demonstrate experience in financial oversight of projects funded by institutional donors
Strong working knowledge of accounting software (preferably Bisan), Excel, PDF editors, and cloud storage platforms such as OneDrive and Google Drive
Excellent organizational, analytical and communication skills
Familiarity with the Palestinian regulatory and tax context is an asset
Fluency in Arabic and proficiency in English (spoken and written)

Duration and Level of Effort (LOE)
Duration: 3 months (August 2025 – October 2025) – Renewable
.LOE: 50% level of effort (part-time), estimated at 20 Hours a week
