Background:

Established in 2006 as an independent non-profit nongovernmental organization, the NGO Development Center (NDC) provides financial and technical support to NGOs through its various programmes and grant-making schemes. The Primary Healthcare NGO Consortium (PHC) is one of NDC’s main programmes.

The Primary Healthcare NGO Consortium is a three-year programme funded by the Swedish International Development Cooperation Agency, Sida, and aims to support the attainment of primary healthcare to all those in need with focus on vulnerable communities and groups.

 General Duties:

The Primary Healthcare Programme Officer (PHC Programme Officer) will be the focal person for the Primary Healthcare NGO Consortium and will be responsible for overseeing the implementation, overall coordination of the Programme and achievement of its objective, outcomes and results. The PHC Officer will work closely and in coordination with the NDC team, the donor, and the partner health NGOs, as well as represent a valuable resource in the field of primary healthcare and related policy matters.

The PHC Programme Officer will report to the NDC Director. The post requires high-level expertise in all aspects of projects/programmes management as well as expert knowledge of the health sector needs in Palestine, specifically in primary healthcare. He/She will be based at NDC main office in Al-Ram, and will be required to travel throughout the West Bank and Jerusalem; and maintain direct contact with the partner health NGOs.

Specific Responsibilities:

  • Prepare Grant Implementation Agreements (GIAs) to be signed with the partner NGOs.
  • Develop detailed annual work plans and budgets for the programme.
  • Provide recipient NGOs with regular information and guidance regarding the programme implementation, its policies and procedures in alignment with NDC and Sida regulations
  • Monitor subgrants implementation, also in alignment with the monitoring and evaluation framework, and ensure adherence to overall programme objectives, NGOs’ work plans, budgets, planned outputs and outcomes.
  • Conduct field visits to partners and with partners as appropriate.
  • Document lessons learned throughout the implementation process.
  • Review and approve grants recipients reports, identifying achievements, problems faced and proposed solutions.
  • In coordination with the Finance Manager, monitor budget allocations, track programmes expenditures and process payments to NGOs in accordance with the agreed upon terms of the signed agreements with the partner NGOs.
  • Form and coordinate the PHC NGO Consortium committee as a coordination forum for the NGO partners to discuss overall implementation, challenges, and action points.
  • Identify coordination initiatives, issues and actions among NGOs and other stakeholders in the health sector to be taken up in policy dialogue discussions.
  • Actively participate in technical and policy dialogue meetings, prepare all required documents, record meeting minutes and follow up on actions with regular updates.
  • Prepare periodic progress reports, in coordination with the other team members, in addition to the preparation of the end of phase report, in line with the agreed formats.
  • Attend and participate in periodic programme meetings with the NDC team to discuss general implementation plans and progress, and share experiences and lessons learnt.
  • Engage external consultants as necessary, prepare Terms of Reference and manage the consultancy assignments and the consultants engaged.
  • Prepare concept notes/position papers to respond to emerging needs in the health sector and provide conceptual forward planning as required.
  • Assume any other related activities as requested by the NDC Director

Job Requirements
  1. Advanced degree (masters or equivalent) in public health, health management, health administration, or any other relevant field.
  2. At least eight years of experience in related functions in the health sector including three years of experience in managing large multi-level and multi-sectoral health projects.
  3. Previous experience working with NGOs and the donor community.
  4. Proven experience in project management, monitoring and evaluation.
  5. Strategic thinking with strong coordination skills.
  6. Strong communication, motivating and influencing skills and an ability to work with diverse stakeholders from different backgrounds.
  7. Strong analytical skills and an ability to prepare and present high quality reports.
  8. Advanced computer skills.
  9. Excellent command of English and Arabic languages.
  10. Valid driving license.
  11. Access to Jerusalem is an advantage.
