The Consulate General of Sweden in Jerusalem is recruiting a Programme Officer focusing on Good Governance

The Consulate General of Sweden in Jerusalem is recruiting a Programme Officer to the development cooperation section in the field of good governance, democracy, rule of law and promoting a two-state solution in accordance with international law. The position is full-time, starting as soon as possible. The Consulate General (CG) of Sweden applies an observation period of six (6) months.

The Consulate General of Sweden is situated in Sheikh Jarrah in East Jerusalem and has currently 24 employees. The mission’s areas of responsibility cover Jerusalem, the West Bank and Gaza. The tasks of the Consulate General include political reporting, international development cooperation as well as consular and visa services. The present funding window for Palestine is guided by the Swedish Government’s Strategy for Sweden’s regional development cooperation with the Middle East and North Africa 2024-2027 and it puts emphasis on 1) economic development and job creation, 2) improved access to health care and 3) Democracy, good governance, rule of law, accountability, and a two-state solution in accordance with international law.

As a Programme Officer you will:

  • Be responsible for contribution management, new appraisals, assessments, budget analysis, reporting and financial follow-up, and evaluation, in the governance sector.
  • Ensure that rules and procedures are followed in the management of contributions including fulfilment of the administrative requirements.
  • Arrange on-site follow-up visits to partner activities with a specific focus on inclusive governance.
  • Participate in the overall strategy implementation and follow-up of results.
  • Coordinate, network, and arrange dialogue with stakeholders such as civil society organizations, UN agencies, other donors and line ministries.
  • Keep abreast of the situation and updates within the governance sector and other related sectors.
  • Prepare briefing notes and contribute to internal analysis on governance and other related areas.
  • Ensure an integration of relevant perspectives into your thematic area and work with colleagues in the team to try to strengthen the synergies between the strategy’s three main objectives (stated above.)
  • Participate in different national platforms and forums to contribute to the area of governance.
  • Participate in relevant networks at Sida Headquarters in Stockholm
  • Be at team player and liaise closely with all team members within the Development Cooperation Department in specific and the Consulate in general.
  • Provide any other support as requested by the Head of Development Cooperation Section.

Job Requirements

Qualifications:

  • Bachelor’s degree in political science, law, public administration, international relations or international law or another relevant social science or related field. Master’s degree preferred.
  • At least 7 years of professional experience in good governance, rule of law, institutional reform, public sector development, or international law.
  • In-depth knowledge and understanding of the Palestinian governance context, including political, legal, and institutional frameworks, and key challenges affecting governance and public accountability.
  • Proven experience in democratic governance, rule of law, accountability mechanisms, anti-corruption, civic engagement, state-building, and issues linked to the two-state solution and international law in conflict-affected areas or peacebuilding contexts.
  • Solid experience in project management and grant management.
  • Demonstrated knowledge and experience working with key local and international governance stakeholders in Palestine, including public institutions, civil society organizations, international donors, and UN agencies.
  • Strong analytical, management, problem solving and advocacy skills, with the ability to navigate politically sensitive and complex environments.
  • Strong interpersonal and communication skills and ability to develop and maintain good working relationships with a wide range of actors and within the Consulate team
  • Excellent speaking and writing skills in English and Arabic.
  • Computer literacy and experience with office management software, such as MS Office.
  • Possession of a Jerusalemite ID is essential due to the nature of the position, which involves working in East Jerusalem and frequent travel across the West Bank, particularly Area C.
