Program Manager
Main Job Purpose:

The Program Manager will lead and oversee the implementation of the organization’s humanitarian and development projects in Gaza. This role involves strategic management, providing high-level oversight, ensuring the effective and efficient delivery of projects, and managing relationships with key stakeholders, including donors. The Projects Manager will work closely with the Gaza Office Manager and lead the Projects Coordinators to ensure that programs align with organizational goals and maximize impact.
General Duties/Responsibilities:
- Develop timely and high- quality project proposals, concept notes, risk register, Logical frameworks (Logframes), implementation work plans, and budgets in coordination with the Country Director.
- Provide strategic and technical support to the programme team, to enhance quality, effectiveness and sustainability of interventions.
- Support the Country Director in developing and refining programme Standard Operating Procedures (SOPs), MEAL tools, and reporting requirements to standardize programme implementation and enhance accountability.
- Support the design and implementation of needs assessments, baseline, mid-term, and end-line evaluations.
- Identify and recommend new intervention areas, innovative approaches, and strategic opportunities for programme growth.
- Ensure all programmes align with the organization’s strategy, donor priorities, and best practices in humanitarian and development programming.
- Proactively identify opportunities to build key stakeholder relationships, and take the initiative to follow up with necessary action.
- Work closely with the Country Director to diversity the funding base, developing partnership opportunities and leading resource mobilization efforts.
- Ensure the timely submission of high-quality reports to HQ and donors, ensuring compliance with reporting and funding guidelines.
- Contribute to the Design programmes and projects by identifying key intervention areas and working closely with the Area Manger and Country director.
- Promote evidence-based decision-making by analyzing programme data and integrating lessons learned into future programme designs.
- Provide regular reports on office activities to the Country Director.
- Participate in Programme Steering Committee meetings with HQ to monitor project progress, ensure the field team provides timely data and information, and regularly report to the Country Director on the status of ongoing activities.
- Identify and report challenges, risks, and emerging issues that may affect programme implementation or operational effectiveness.
- Work with the Country Director and Finance Team to develop, manage, and closely monitor the Country Office budget, ensuring efficient and transparent resource allocation.

Qualifications and Education Requirements:
- Bachelor's degree in Business Administration, Management, Public Relations, Development Studies, or a related field.
General Work Experience:
- Minimum 5-7 years of relevant experience in humanitarian or development programs, including at least 3 years in a managerial or leadership role.
- Experience in project management, team leadership, and external coordination with stakeholders, community leaders, and local authorities.
- Strong experience in project and programme ideation, design, and implementation
- Experience in policy production and implementation.
- Previous experience in representing an organization in media and external meetings is an asset.
- Experience in building strong relations and networking with key people within the local, national and international levels, including with various UN agencies, I/NGO, Forums etc.
- Collaborating in multi-national organizational problem solving in complex organizations.
- Understanding of Palestine and Gaza legislative and regulatory context desirable.
Skills:
Technical Skills & Knowledge:
- Strong decision-making and problem-solving skills, especially in crisis or emergency situations.
- Knowledge of humanitarian principles, international standards, and local laws.
- Understanding of program development, proposal writing, and project cycle management.
- Strong reporting and documentation skills.
- Strong IT skills (programmes such as MS Office, Outlook and PowerPoint).
Leadership & Soft Skills:
- Strong leadership and team management skills, with the ability to motivate and supervise staff.
- Excellent communication and negotiation skills, both written and verbal.
- Ability to work under pressure and handle multiple priorities effectively.
- High level of cultural sensitivity and adaptability in working with diverse communities.
- Strong ability to build relationships and networks with partners, local authorities, and community leaders.
Language Requirements:
- Fluency in Arabic is required.
- Proficiency in English is highly desirable.
