Orphans Welfare Project Officer
CONTEXT AND BACKGROUND
Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.
ROLE IN THE ORGANIZATION
The Orphans Welfare Project Officer is under the supervision of Protection & Orphans Welfare Program Manager, responsible for the correct implementation of Orphans Sponsorship project, seasonal activities, as well as having the responsibility of Psycho- social workers team under him/her. He/she will be responsible for:
Project Management:
- Efficiently monitor and evaluate project activities to ensure they align with the established objectives and contribute to the desired results;
- Organize and conduct monthly/ quarterly meetings with child protection cluster and related counterparts, addressing findings from monitoring and adjusting project strategies accordingly;
- Record and update the project team and supervisor in the real- time regarding identified risks and implement mitigation strategies to reduce overall project risks;
- Organize periodic review meetings with the MEAL Department to assess project indicators, measure progress and ensure continuous;
- Develop and implement a community- based complaint response mechanism in coordination with the MEAL Department , providing appropriate and timely responses;
- Coordinate regularly with area supervisors and the technical team to harmonize strategies and ensure effective project implementation;
- Manage project’s budget, expenses, and financial updates in cooperation with finance team;
- Manage and implement sponsorships cash payments transfers for SIF registered orphans;
Follow up of the implementation of project activities:
- Provide the technical follow-up for the day-to-day activities of the Orphans Sponsorship Project, seasonal, and emergency response;
- Prepare a detailed and effective action plan for the project;
- Ensure all the project’s activities are implemented in a timely manner and according to SIF rules and regulations;
- Follow up on project logistical needs;
- Prepare and follow up transportation plan for project team;
- Prepare procurement plans and requests for project activities, and follow up with logistics staff;
- Follow up project’s expenses and budget updates with Finance Department.
Coordination and Follow up:
- Manage smooth implementation of project activities according to planned timeline, budget, and in qualitive manner;
- Conduct field visits to implementation locations when needed;
- Identify local partners and other organizations working in the same area, networking and study cooperation opportunities for cross cutting services;
- Maintain strong working relationships with local partners (CBOs, municipalities, local councils), community leaders, and relevant governmental bodies (e.g., MoSD, Governorates) and non governmental bodies during project implementation;
- Draft required MoUs and agreements with identified partners as needed;
- Coordinate with counterparts of project for meetings, capacity building activities and other jointly project activities;
- Undertake and support project communications with counterparts;
- Coordinate closely with the Logistics Department for timely procurement of projects’ requirements;
- Oversee beneficiary identification, verification, registration, and services provision processes, ensuring fairness, transparency, and accountability;
- Ensure all field activities adhere to SIF's security protocols and provide regular updates on security situations from project sites.
Reporting:
- Ensure comprehensive project management reporting from initial implementation to the final report submission, adhering to established timelines;
- Prepare and submit periodic progress reports, including the Project Management Plan (PMP), to the Program Manager;
- Gather and meticulously record project means of verification, including photos, beneficiary consents, and success stories.
Monitoring and evaluation of the project:
- Monitoring and evaluation of the Orphans Sponsorship Project, seasonal and emergency responses according to related PMP indicators and targets;
- Provide required MEAL reporting data and necessary documents to support the tasks of the MEAL staff;
- Compile, analyze and build on past experiences in order to share the lessons learnt;
- Assure project visibility in materials destined for an external audience, ensuring compliance with SIF values and requirements;
- Maintain photo documentation, data, and reporting for all key activities.
Protection
- Ensure that protection principles and specific protection activities are effectively integrated into all project designs, work plans, budgets, and monitoring frameworks;
- Lead or contribute to comprehensive safeguarding risk assessments for all programs, activities, and operational contexts, and develop robust mitigation measures;
- Ensure project staff receive adequate training and ongoing support on protection principles, safeguarding policies, and referral mechanisms;
- Contribute to internal and external reporting on protection indicators and learning from safeguarding incidents or best practices;
- Actively participate in relevant protection clusters/working groups to ensure coordination with other actors and avoid duplication of efforts;
- Ensure strict adherence to SIF's Safeguarding SOP, especially regarding incident reporting and response protocols.
Team Management
- Provide clear leadership, guidance, and strategic direction to the project team, ensuring their activities are aligned with the overall Orphans Welfare project goals, SIF's Child Safeguarding Policy, and the project's work plan;
- Foster a positive, collaborative, and supportive team environment that promotes open communication, mutual respect, and continuous learning;
- Ensure the PSW team understands and adheres to SIF's mission, vision, values, and all relevant policies and procedures related to their work and expected outcomes.
- Conduct regular individual and group supervision sessions with the PSW team to review progress, address challenges, provide technical guidance;
- Provide constructive feedback and implement performance improvement plans for Program Manager.
- Review and approve PSWs' work plans, activity reports, and case notes to ensure quality, accuracy, and confidentiality;
- Identify the training and professional development needs of the PSW team in areas such as specialized psychosocial support techniques, child protection, trauma-informed care, and specific vulnerabilities of orphaned children;
- Facilitate regular team-building activities to strengthen cohesion and reduce stress.
Emergency Response Specifics:
- Lead or participate in initial rapid assessments to determine the emergency and immediate humanitarian needs;
- Act as SIF's focal point for emergency response coordination meetings with relevant clusters, UN agencies, and other NGOs on the ground;
- Oversee the swift execution of immediate emergency response interventions;
Seasonal Project Specifics:
- Manage and follow seasonal project activities (Ramadan food baskets, Eid Gifts, Adha meat distributions, Back to school kits distributions), and emergency response;
- Develop detailed implementation plans for recurring seasonal activities;
- Lead community mobilization efforts for seasonal activities, ensuring community engagement and participation.
The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization. The employee may be required to carry out other assignments related to his or her qualification. Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty temporary and exceptional.
The management may thus ask any employee to perform tasks outside this job description and corresponding to your qualification or to be available during campaign periods, outside the working hours and/or days of the employment contract, in compliance with the legislation in force.

KNOWLEDGE / STUDIES / DIPLOMAS
- A Bachelor degree from an accredited university or its equivalent in Business Administration, or related fields and equivalent work experience;
- At least 3 years experiences in the related field, preferably in INGOs.
HARD SKILLS
- Data collection, analysis, and synthesis skills;
- Management and reporting skills;
- Excellent communication skills and flexibility;
- Knowledge of conceptual tools (e.g. logical framework).
SOFT SKILLS
- Excellent written and spoken Arabic & English;
- Very good computer skills: MS Office (especially Word and Excel);
- Ability to lead and participate in teams but also to work independently;
WORKING CONDITIONS
- Location: West Bank , SIF Ramallah Office
- Travels : Locally, within governorates in West Bank, and ability to travel under the particular travel requirements of the assignment (if required)
